Research On The Problems Of The Rural Endowment Insurance In Jilin Province

It is commonly realized to establish a social insurance system which covers all rural residents, whether in national policy making or academic researching. This system is the foundation of rural social security system construction. On the basis of continuous program of rural social security and economic development and gradually achieve docking with the city, the social insurance has been gradually unified in coverage, payment level and standard of treatment in different regions.The rural endowment insurance of Jilin Province has standardized in terms of coverage, payment level and the standard of treatment because of the correct guidance of national policy. However, there are also some problems in the implementation of the policy. This paper summarized the current status of implementation of rural social endowment insurance in Jilin Province in five parts.The first part introduced the related concepts and theoretical basis of this thesis.The second part mainly introduced the development process, current status and some encountered problems of rural endowment insurance in Jilin province. The problem in rural areas of Jilin province is still obvious at present.Firstly, the choice rural social endowment insurance pattern has been experienced for nearly20years. Secondly, it is too low to provide55yuan as the rural social basic pension standard. Thirdly, the rural aging population structure is getting imbalanced, leading burden on national finance. Fourthly, the improvement of the rural endowment insurance work is lacking of planning. The last is the increasingly sharp problem that farmers’ land is taken away.The third part mainly introduced the endowment insurance operation experience demestic and abroad and its enlightenment on the construction of rural endowment insurance system of Jilin province.The fourth part mainly introduced how to improve the rural social endowment insurance system and narrow the gap between rich and poor. This is the most important part. This part focuses on the government responsibility and role in the rural old-age insurance system, especially to bear a certain financial obligation, from rights of farmers, the role of government, finance, fund raising management, the effective implementation of the system and other aspects.
