Sponge city has become an important theory and way to solve the problem of urban rain and flood.And the index system is an important means to realize the planning control transfer and implementation evaluation in sponge city construction.In order to solve the problem that the index system is isolated and difficult to be implemented,the CSI system needs to introduce the PSIR(pressure-state-influence-response)framework from the sustainable development theory.To establish a model that can control and guide the planning,implementation and evaluation of sponge city planning.Based on the concept of sponge city construction and sustainable development,this paper summarizes the method of construction of index system.Based on the new trend of the index system construction and the particularity of the framework design of the sponge city index system,this paper puts forward the construction method of the framework system of the sponge city index system.Firstly,the causal relation chain of the sparse city index is provided through the PSIR framework.Finally,in order to eliminate the global influence of the subjective factors of the index screening,an open index screening and evaluation mechanism is established.First,the PSIR framework provides a causal chain of logical sponge city indicators.Then,through its causal chain,the target tracking and problem retrospective mechanism of sponge city is established.Finally,in order to eliminate the global impact of the screening of subjective factors,an open indicator screening and evaluation mechanism has been established.Based on the above method,this paper established the sponge city index system of sponge city water element and PSIR framework.Index used in the PSIR framework,and water elements-"water ecology,water environment,water resources,water security"form matrix coupling.According to the principles of core,adaptability,systematic,dynamic,we selected the sponge city construction specific indicators initially,a total of 27 items.In order to ensure the rationality of the index system and to meet the objective reality of the Sino-French eco-city in Wuhan,this paper adopts the fuzzy Delphi method to carry out the comprehensive evaluation of the initial index,and improve and reduce the result according to the evaluation result.On the basis of constructing the index system,this paper puts forward the dynamic monitoring mode of sponge index system of the Sino-French eco-city.The operation mode is composed of control system,data sensing system,analysis system,decision system and display system.The function of the index system in each subsystem is discussed,and the implementation mode of the subsystem is discussed in detail.Finally,the conclusion of the research is put forward,and the direction and suggestion of the follow-up research are expounded.
