Research On The Cost Measures Of Peasant Workers In Yueyang "Sponge City"

"Yueyang" is a city that is bom of water,stands by water,and is made of water and strong because of water.October 11,2015 "Guidance on Promoting the Construction of a Sponge City" was issued,and the Yueyang City did a good job of "water articles" and created a "sponge city" direction.This research relies on Yueyang "Piercing City" PPP construction project to discuss the measurement of the cost of migrant workers'citizenship.First,based on the background of the project implementation and the reasons for choosing the topic,it indicates the theoretical and practical significance of the project.Through tracking and combing domestic and foreign studies on the measurement of the cost of peasant workers' citizenship in urbanization,we follow the "what is the measure-how to measure-how is it measured"?To clarify and determine the measurement analysis model,the purpose is to Research cost-benefit analysis provides theoretical support.In the basic theoretical analysis,this study defines the concepts of "sponge cities,""migrant workers," "human capital," and "cost measurement," and draws on the "dual economic structure theory" and "urbanization theory." The "game theory" and"cost-benefit theory" have clarified the essential features of the urbanization of Yueyang City under the "Sponge City" vision valve,in order to construct a cost-benefit measurement framework for the migrant workers' human capital.Based on the four dimensions of "geographical distribution","population structure","land disposal" and "social security",the status quo of the urbanization of the "sponge cities" migrant workers and their families in Yueyang was revealed,and the migrant workers and their families,Yueyang City were revealed.Under the government,non-government enterprises,and other diversified apportionment entities,the peasant workers' power capital costs and returns constitute.In the measurement analysis,based on the assumptions,this study combined the data from the "2017 Yueyang Migrant Workers Monitoring Survey Report" and used the "Cost cost-benefit" measurement model to estimate the cost of living(Cp1)for the individual Cpersonal urban migrant workers.Social security costs(Cp2),housing costs(Cp3)and government Cgovernment public infrastructure costs(Cg1),public service costs(Cg2),social security costs(Cg3),cost of affordable housing(Cg4),homestead compensation costs(Cgs)and the company's Centerprise medical insurance(Ce1),pension insurance(Ce2)and other social insurance expenditure costs(Ce3),and measures the monetary returns,non-economic benefits,and public benefits obtained by migrant workers.The measurement results show that the three "Cost cost-benefit" variables"Cpersonal","Cgovnmen",and "Centerprise" will affect the behavioral decisions of migrant workers in the construction of PPP projects in Yueyang Sponge City.The government of Yueyang City should rely on the "Notice of Hunan Provincial Department of Housing and Urban-Rural Development Department of Hunan Provincial Department of Housing and Urban-Rural Development Offices on Organizing the Application for Pilot Cities for the Construction of Sponge City" in the requirements of the "Hunan Provincial Department of Finance's Office of the Ministry of Housing and Urban-Rural Development".Great spirit,actively promote the government and social capital cooperation(PPP)model,establish a reasonable cost-sharing mechanism,stimulate the migrant workers to participate in vitality,promote the urbanization of migrant workers,and promote the new urbanization of Yueyang.
