As the key team of airline operational control center,flight dispatch team determines the flight release and flight safety of each flight.The operation quality and efficiency of the airline directly depends on the rationality of the airline dispatch team personnel allocation and the level of the dispatch team's comprehensive ability.Therefore,the breakthrough in promoting the development of the airlines safely and soundly is to improve the comprehensive ability of the dispatcher and to distribute the team members scientifically and reasonably.Firstly,this thesis analyzes the status of the personnel allocation of the dispatch team and the evaluation of dispatcher's individual comprehensive ability,and then studies the issues exists in the two aspects at the same time,then put forward the research ideas of this thesis based on the existing issues.Secondly,on the basis of the investigation and analysis of the airline operational control center,we construct the performance evaluation index system of the dispatcher's individual ability and the team performance.Through a combination method of AHP(Analytic Hierarchy Process)and Entropy Method,the comprehensive weight of the individual ability evaluation index of the dispatcher is established,and the evaluation model of the individual ability of the dispatcher is constructed.Using FAHP as the main modeling method,we establish the weight of performance evaluation index and the performance evaluation model of the dispatch team.Thirdly,we measure the interpersonal ability of the dispatchers via Moreno social measurement method,and define the type of membership by using the K-means clustering analysis method according to the index of interpersonal relationship and individual ability,and then screen the dispatch team members,as well as distribute them.In order to further optimize the dispatch team personnel allocation,we check the arrangement rationality of the dispatch team members based on the performance evaluation results of the dispatch teams and the satisfaction degree of the internal members in the team.Finally,we take the release dispatchers in Sichuan Airlines Operational Control Center as an example to verify the feasibility of the relevant evaluation model constructed in this paper.From the perspective of software engineering,combining with the arrangement ofthe dispatch team members and the actual needs of the evaluation of the dispatcher's individual ability and dispatch team performance,we complete the functional design and development of the dispatch team member assignment system,and then visualize the evaluation results via the visualization of radar map.The completing of this paper's work will help the airline to evaluate the individual ability of the dispatchers so as to achieve a reasonable arrangement of dispatch team members.A scientific and reasonable team performance evaluation is able to make the airlines achieve a performance maximization of the dispatch team under the premise of guaranteeing the flight safety,and also can provide a theoretical basis for the development of the relevant training plan for dispatchers.
