Rural Water Conservancy Reform Evaluation And Measures To Improve Research Efficiency

Water conservancy is the basic industry of the national economy,the important infrastructure of social development,an important support and guarantee for the construction of ecological civilization.Since the reform and opening up,the CPC Central Committee and the State Council have been attaching great importance to water conservancy work,especially in the "ninety-five" period,water conservancy construction and development had entered a new historical stage.Since the beginning of twenty-first Century,under the leadership of the central and relevant departments,the rural water conservancy got a further development in the reform road.The Ministry of water resources issued the reform opinions of the small rural water conservancy project management system in 2003.The No.1 Central Document and the central water conservancy work meeting in 2011 further clarified the direction of reform and development of water conservancy,enhancing the water conservancy to a high standard that is related with economic security,ecological security,modernization and revitalization of the nation;At the same time,it proposed to increase investment in water conservancy,to reform the implementation of property rights and encourage farmers and social forces to participate in rural water conservancy.The “Twelfth Five-Year Plan” report further appeal to innovate rural water conservancy construction management mode and investment mode,to further improve the primary water service system,to encourage and support the rural water cooperation organization,to accelerate the development and improvement of rural water conservancy construction technical standards and management system and to perfect the supporting policies and measures to reform and development of rural water conservancy law and regulations.Over the years,how much utility do the reform of these policies and patterns of rural water conservancy from the theory in the end,whether it should continue to use and innovate is a problem worthy of study.Therefore,it is of great theoretical and practical significance to study the problem of agricultural water conservancy and to consider its development efficiency based on the data.In this paper,the reform of rural water resources is divided into three categories: management system reform,the reform of water conservancy property rights reform and investment model.For the former two reforms,mainly use qualitative analysis method to evaluate the efficiency,and for the reform of diversified investment mode,Based on the conclusion that this investment model has a positive effect on the output using SPSS statistical analysis software,taking panel data of all China’s rural water conservancy inputs and outputs from 2008 to 2014,using the improved DEA method namely the efficiency of the DEA model to make the empirical research on the efficiency of agricultural water conservancy investment in China.The analysis results found that,in recent years,more and more provinces’ rural water conservancy are relatively effective,which is closely related to the development of our country to strengthen the development of rural water conservancy.Based on the analysis of the model,the analysis of the efficiency value found that,although the overall development of China’s rural water conservancy has been improved,but most of the central and western provinces efficiency are lower than the eastern provinces’,namely unbalanced development situation is serious,and the fundamental cause of the problem are the lack of proper advanced product technology、technology innovation、 investment、 the old management mode etc.At last,the paper puts forward suggestions to improve the existing problems from the aspects of policy,management system and supervision mechanism,so as to develop the rural water conservancy in China.
