Research On Urban Tourism Efficiency In Central China Based On DEA Model

With the rapid development of tourism and the speed of urbanization,the tourism industry has become the main economic growth point of the tertiary industry.Urban tourism has become one of the fastest growing and largest tourism forms in the tourism industry.August 4,2015,the State Council issued "on the further promotion of tourism investment and consumption of a number of opinions",the deployment of reform and innovation to promote tourism investment and consumption work [1].Therefore,the study of urban tourism efficiency is very important.The city as a tourism production unit,in the rapid development of the tourism industry,to achieve tourism production factor investment in a specific period of time to maximize the output,so that its stakeholders to maximize the benefits.China's central region is rich in tourism resources,beautiful scenery,in 2016,the central six provinces create GDP accounted for 21.77%,average value of total tourism revenue is 491.9 billion,accounting for the proportion of the tertiary industry reached 45.75%,while the central six Provincial urbanization reached an average of 53.44%.(Shanxi Province,Henan Province,Hubei Province)in the development of tourism development in the context of the sustainable development of tourism production factors,the study of tourism development in the process of resource investment into output capacity,this paper to the central six provinces(Shanxi Province,Henan Province,Hubei Province Hunan Province,Anhui Province and Jiangxi Province),the urban tourism evaluation model was used to study the tourism output efficiency of the six provinces.On the basis of summarizing the existing research,combining with the development of urban tourism in the six provinces of central China,this paper constructs the urban tourism evaluation system and studies the urban tourism efficiency of the six provinces in central China.Based on the data envelopment analysis method,this paper constructs the urban tourism efficiency evaluation system of the six provinces in central China,which includes the evaluation model and index of urban tourism efficiency in the six provinces of central China,combined with the related achievements of urban tourism efficiency research both at home and abroad.The evaluation system considers the input of urban tourism production factors from the aspects of capital,labor force,environment,traffic and resource attraction,and examines the tourism output from the aspects of economic benefit and city visibility.This paper evaluates the three aspects of urban tourism comprehensive efficiency,pure technical efficiency and scale efficiency in six provinces in central China by using the static evaluation model of urban tourism efficiency in six provinces of central China.Then,the dynamic factor model of urban tourism in six provinces of central China is used to calculate the total factor productivity index of urban tourism efficiency in six provinces in central China,and the trend of total factor productivity index of urban tourism is expounded.Finally,the total factor productivity index of urban tourism is converged and the corresponding optimization suggestions are put forward according to the empirical analysis results.Through empirical research,this paper draws the following conclusions.(1)The comprehensive efficiency of urban tourism in the six provinces of central China has maintained a high level in general,and it has the spatial distribution characteristics of null and horizontal ineffective.Urban tourism resource endowment and resource allocation are the important factors influencing the development of urban tourism.(2)The middle of the six provinces of urban tourism pure technical efficiency,and the effective region wide,was the north and south three sides surrounded by semi-circular space distribution characteristics.The wide range of effective areas of tourism technology shows that the average level of utilization of tourism resources in the six provinces of central China is high.(3)Scale efficiency is the decisive factor affecting the efficiency of urban tourism in the central provinces.Jiangxi Province,Anhui Province and Hubei Province,the existence of tourism elements of the scale,structure and tourism enterprise structure is not reasonable,you can optimize the urban environment,adjust the industrial structure,improve the quality of labor,highlight the tourism characteristics,enhance the path of industrial technology to improve urban tourism effectiveness.(4)Technological progress is the main driving force for the improvement of total factor productivity in urban tourism in the six provinces of central China.There are still some room for improvement in the efficiency of input and output of urban tourism resources in the six provinces of central China.Therefore,improving the efficiency of urban tourism needs to improve the tourism industry and accelerate the construction of tourism information.(5)The gap between total factor productivity of urban tourism in the six provinces of central China is gradually narrowing and eventually converging to the same steady level,and the growth rate of total factor productivity in each province is negatively correlated with the beginning level and the total tourism factor Has a "catch-up effect" for provinces with higher total factor productivity.
