At present,urban rail transit as an important choice to solve in many cities of China the problem of urban public transport.But due to the urban rail transit has some characteristics such as construction investment,long payback period,the profit is difficult and the field of urban rail traffic generally face two major problems:shortage of funds for construction and operating loss,which leads to the urban rail traffic is often rely on the government's huge Financial subsidies to normal construction and operation situation,no from the passenger point of view,to provide quality service equipment and management.How to establish a reasonable urban rail transit operation management mode,to solve the urban rail transit construction funds is difficult,to maximize the promotion of rail transport service concept,is an important issue.This paper first analyzes the urban rail transit operation management mode,and provides a theoretical basis for the application of PPP mode in urban rail transit.Secondly,analysis of the status quo of city rail transit operation mode at home and abroad and compared,to provide a realistic basis for the application of PPP mode in city rail traffic,at the same time,application of research at home and abroad in the introduction of social capital city rail transit and PPP model,and finally to BJMTR PPP operation management mode of analysis,based on its design and the organization's quality management system,information management system,the standard of identification system and improve the system to ensure the systematic analysis and Study on risk control and other aspects,to explore the applicability of the PPP model of city rail traffic management.At the end of the concourse subway PPP project starting from the safe and reliable operation,modern management concept,corporate profits and save government construction and operation of funds four aspects were evaluated.The result of evaluation fully embodies the PPP model the unique applicability and effectiveness.To provide reference for the development of urban rail transit operation management,in order to improve the operational efficiency and service level,and promote the smooth development of China's urban rail transit.The main conclusions of this paper are:1.China's urban rail transit investment and financing mode mainly government investment and financing modes and market-oriented investment and financing mode,but whether it is government investment and financing mode and market investment and financing mode is inseparable from the government's leading role,and PPP mode is mixed use of the two models.2 PPP model can not only attract social funds,reduce the financial pressure of the government,but also introduce moderate competition,improve the operational efficiency and service level of urban rail transit.PPP,as a new type of investment and financing,has great potential for development.BJMTR PPP mode provides valuable experience for this.3.The Beijing subway operation management mode has its unique style,from the importance of a detailed description of the management concept of reference,the organizational structure analysis,quality system research,information management and security,to providing basis and reference for the domestic urban rail traffic management model.
