Research On The Construction Of Indemnificatory Housing In J Province Based On PPP Model

The right of residence is one of the basic rights of human existence,with the city housing prices steadily rising,far beyond the purchasing power of low-income families,housing problem is becoming more and more serious,many low-income families have no housing pressure increasing,living rights are not guaranteed,the underlying social unstable factors increased gradually,gradually intensify social contradictions affordable housing construction,once again become the focus of attention of the government and the public.J province from 2007 began large-scale construction of affordable housing,as of the end of December 2015,has started construction of affordable housing 1 million 900 thousand units,completed a total investment of about 310000000000 yuan,exceeding the J province "12th Five-Year" housing security planning objectives.J affordable housing construction funds are basically derived from the financial input and the government to provide guarantees of financial loans,a single source of funding.More than 90% of the construction of affordable housing for the housing security departments to set up the project construction office to build or entrust local state-owned enterprises on behalf of the construction.Due to the relatively concentrated in J Province,affordable housing construction time funding is relatively single,and the housing security department of construction experience,poor management and other reasons,resulting in J Province in the construction of affordable housing management in the process of shortage of funds,high construction costs and a series of problems.In this paper,through the analysis of the causes of the problems in the construction of affordable housing in J Province,proposed the introduction of social capital to participate in the construction of affordable housing,the necessity and feasibility of introducing social capital in detail,how to improve the enthusiasm of social capital to participate in the proposed 5 recommendations,and combining with the case put forward to perfect the government and social capital cooperation mode of operation process.
