Research On Public Information Resources Construction Development Mode Of Heilongjiang Province Based On Resources Endowment

Public information resources are resources group related to people's livelihood interests,and the sum of social public information within a certain range. Nowadays, in the data era, in the 13th Five Year Economic developments' new normal period,the all-embracing "new IT"wave, at the core with Cloud Computing, Big Data, Internet of Things, Mobile Applications and Intelligent Control Technology, has been widely known to everyone. And then new life has been "service,intelligent, self-adaptive, and variable to demands",so that take-away lazy economic mode, MIUI mille, drops APP traveling , intelligent medical have sprung up, and been changing our daily life all the time, even public information resources highlight their greater value, and increasingly become the core resources for fuel economic growth.Thanks to new information technologies, Public Information Resources have gradually been breaking through the regions and vocations limits, and containing more information,more resources, whereas the traditional research mainly focuses on information resources construction of only certain areas or some industry is not conducive to share information resources, promote the regional economic growth and give play to the potential value of information resources. Hence the cross-regional research on public information resources construction development is one of the directions to enhance the ability of regional economy development.Heilongjiang province, famous for resources, has abundant public information resources,such as land resources, plant resources, energy resources, mineral resources, tourism resources, education, health care resources etc., but the construction achievements of public information resources are unsatisfactory. The public information resources distribution is inequality in every city, causing problems, such as resources quality surplus and shortage ,infrastructure construction repetition, low degree of resources development and utilization,the "information island" etc.. There is still very big improvement space in resources construction development mode.Resources endowment is to study the resources distribution. Based on resources endowment, the thesis divides public information resources into site public information resources and non-site public information resources, and adopts DEA method (C2R model) to measure public information resources allocation quality situation in Heilongjiang province,to cross-regionally integrate,coordinate,construct and share public information resources.Combined with the existing information resources construction mode,via combination and innovation,the thesis builds the public information resources construction development mode of Heilongjiang province, and put forward mode implement approach of the general public information resources, the specialized public information resources and the organization construction management, in order to improve the condition of coexistence of quality surplus and shortage of resources,infrastructure construction repetition ,"information island"phenomenon, and to improve the level of public information resources development and utilization, vitalize sufficient inventory of public information resources, and then promote regional economic sustainable growth.
