Dynamically changing commercial and technological environment, variable consumer preferences and market competition improves the complexity degree of enterprise's technological innovation as well as the degree of dependency on resource, task and other outer environment. Improving the environment plays a vital role in the implement of enterprise's innovation activities, the improvement of core competitiveness,and the advancement of regional innovation capability, even the increase of economic level. This paper takes the enterprise innovation process as the breakthrough point based on the regional innovation environment. It carries out the hierarchical classification of innovation environment according to the mode of action differences of environment elements with respect to enterprise innovation activities, helping us make clear of the connotation of the innovative environment and its influence of the features, ways and relations on enterprise innovation activities from the enterprise's point of view. In view of that regional innovation performance is the achievement of enterprise innovative activities in that regional. It is also the "stress" result of the outer environment influence on the enterprise. Regional innovation environment construction is not only completed in the condition when the enterprise is in the status of "black", meanwhile, the focus of optimizing the innovative environment is how to perceive the outer environment during the enterprise innovation process. Manufacturing industry is the backbone of national economy. Manufacturing enterprise innovation activities have the features of the complete process and the main body characteristics of relatively large,accompanied with clear carrier and technological innovation, which makes the relationship between its innovation activities and outer environment rather close.Therefore, this paper employs the enterprise innovation process as the breakthrough point based on the regional innovation environment and builds the theoretical research framework of the security effect,the dynamic effect, the network effect and other environment elements concerning the influence mechanism of enterprise innovation activities with an aim to conduct the empirical analysis of China's manufacturing enterprises innovation environment construction level. This paper thoroughly dissects the development level of all environment elements under different regions, finds the critical path of optimizing the innovation environment construction and puts forwards the further suggestions from the perspectives of the whole and the regional, hoping to guide the regional innovation environment optimization and enterprise's highly effective use of outer environment in support of innovation activities with theoretical basis and practical support.First, through literature review and analysis, based on innovation processes and related factors, this article described the differences of various elements of the enterprise innovation environment influenced innovation behavior, proposed innovation environment level framework which composed by the network effect layers, dynamic effect layers and protective effect layers, and to analyze and compare the impact mechanism of various levels of elements act on the innovation activities.Secondly, we designed the evaluation program of manufacturing enterprises innovation environment, divided up areas with the same or similar innovative features to clarify the evaluation target, combined with hierarchical structure and related research, established evaluation model and index system of manufacturing enterprise innovation environment. We sequentially experienced the questionnaire design, data collection, project analysis, factor analysis, reliability analysis test and optimization evaluation system, and using Entropy-Topsis model for China's manufacturing enterprise innovation environment for empirical evaluation.The evaluation results show that the construction of the various elements of protective effect layers and dynamic effects layers are equal to the innovative ability status of five regions, however, on the extent of protection effect of the elements to meet business demands,the five regions there had a large difference. It reflects the necessity and urgency to optimize innovation environment from enterprises perspective. Construction standards of the element of network effect level on five regions showing a clear duality, which the development of previous three regions was significantly better than latter regions. By further analyzing the degree of importance of various environmental factors in the protective effect layers, network effect layers and dynamic effect layers, we proposed critical path to optimize our manufacturing enterprise innovation environment on the whole and put forward specific suggestions of innovation environment construction of various regions based on regional characteristics and development status on the regional level.
