Technology innovation is an important process of China's socialist characteristics content.Tech-SMEs are the new force in the market economy,and the development of its capability of independent innovation has an important influence on the socialist innovation process.Independent innovation of enterprises has more than one dimension,and the change of its mechanism absolutely affects the quality and efficiency of enterprise economic factors.Therefore,it is necessary to determine a reasonable mechanism and optimize the combination of various indicators in the market.This study analyzes the process of independent innovation theory and its importance to the SMEs under today's market economic background.It also describes the importance of innovation fund for Tech-SEMs.The environmental factors are divided into internal and external dimensions to analyze the current situation of innovation.Compare advantages and disadvantages of existing research methods,choose the research methods based on Entropy-Topsis,and found the construction of evaluation index system,set 4 first indicators and 25 secondary indicators of a scientific rating model.The study selects Tianjin's technological small and medium-sized industrial enterprises data between 2008 and 2013 and determines the index weight by entropy method.Make comprehensive evaluation of Tianjin SMEs' innovation ability based on Topsis model.Analysis the result and make advice on innovation strategies: improving R & D efforts,promoting the depth of integration of production and research,enhancing independent innovation capability of enterprises.
