Social Protection And Social Control:the Low Microcosmic Logic Of Practice And Its Policy Implications In Gaocun Of Southern Shandong

Through the social assistance,China's rural minimum living security system is set up to ensure the basic life of rural residents.The establishment of the minimum living security system is fundamentally a means of social protection to realize social governance.However,there is a certain level distance from the formulation of the policy to the policy objects.When the policy really implements to the policy objects,the nature and the goal of the policy have already changed.Investigating its reason,the deformation and distortion of the minimum living security is closely related to the micro operation logic of the DIBAO.Also,there is closely relation to the DIBAO and the stakeholders.including the town,the local organization and villagers in the implementation of the minimum living security system.This paper uses the semi-structured interview method,through field surveys and participant observation in the village of Gaocun,hoping to understand the implement procession of the rural minimum living security system.Through the study,we found that the low income policy implementation is a game process between the related interest objects,which including the town,the local organization and the villagers and so on.There are two parallel operation routes when the rural minimal social security policy is executed.One is the normal procedure which is prescribed by the state in the implementation of the policy.Apparently.it has been formalizing and shelling.The another one is the informal logic in the implementation of the low policy.When the rural grass-roots unit executes the low policy,by weakening subsidies policy propaganda and interpretation,optionally performs low policy such as the requirements of the relevant informal way changes the nature and direction of the low.Low because on the one hand,from the villages and towns in the process of implementation Village-level organizations,as well as the influence of the benefit gambling process between and among the villagers.On the other hand,by the nature of the two kinds of different operation route,causing low appeared in the process of the implementation of double governance phenomenon.Double governance means that when the low is in the process of implementation,in addition to the country by protecting the basic living of the poor villagers,achieve the goal of social governance;The low also gradually become the grass-roots organization gain political support,exchange interests,compensate welfare and deterrent villagers' tools.Finally,through the investigation.the author found that the appearance of the phenomenon of social protection and social control is closely associated with the more and more seriously governance dilemma.Through the on-the-spot investigation,we found that strict organizational supervision could actually improve the low targeting mechanisms.It could make the poor in the low effectively and ensure the low's social protection function.The reason why existing "guanxibao"," renqingbao"and so on which don't conform to the requirements of the policy is not because the guanxi and cultural kidnapping to the grassroots cadres.but deeply related to the severe governance dilemma that the grassroots faced with.Thereby.they start to use the role of guanxi and cultural to realize social governance.In fact.the "dual logic" phenomenon exists in most of countries in China.And it has a certain legitimacy foundation.it's also a proof from one aspect.in order to make the most of China's farmers to increase happiness.We need to give more proper attention to the grass-roots level.After all,the party at the grass-roots level is the most important role to connect the people's life.
