Advocating safe agri-food production and trade environment are both the primary theme of agriculture development in the contemporary world and the basic premise of the healthy and orderly development in agri-food international trade. As one of the important technical trade barriers, pesticide residue limits have severely impacted on China's agri-food exports trade, which further impede China's international image as a responsible country. Governments continue to improve the policy instruments that improving the quality of agri-food, thus the continuous improvement trend of pesticide residue standards is difficult to reverse. As a big agriculture country with large population, Chinese government should encourage farmers that exporting agri-food, through broad participation in international competition, to further explore and practice agricultural production, thus to lead transformation of national agricultural production. While improving the quality of agri-food, farmers'income will also increase, both of which are important internal design of our country participation in international trade of agri-food.Chinese exporting agri-food are repeatedly subjected to the embarrassing situation of technical trade barriers and pesticide residues. The fundamental reason of exceeding the standard of agricultural pesticide residues is farmers'irregular pesticide application behaviors. Farmers'spontaneous and continuous pesticide application behaviors depend on increasing farmers'agricultural income, and the important way is expanding the planting size of agri-food under the guidance of policy.According to relative theory, this article based on objective reality and lots of literatures, to further deepen the above study through research and quantitative analysis about 102 Anji tea farmers in Zhejiang province.1. With the expansion of the tea planting size, farmers gradually standardize the behavior of pesticide application. The larger exports scale, the higher market risk and return requirements. The more intensive planting size demands, the more attention which farmers will pay to normative pesticide application behaviors.2. At present, the production reality of Chinese agri-food export base is the land, capital, labor and other elements of agricultural production are far from full and effective, which contradict to the common reality of reduced planted area, shrinking labor force and capital scarcity in agricultural exports producers. Expanding gradually and orderly the agri-food planting area of exports producers will help to improve the efficiency of production elements.3. Based on China's situation of the scarce arable land and low agricultural productivity, the short-sighted characteristics of scattered small-scale householders, as the principal part of agricultural production, is significant in the framework of household production is our Chinese basic agricultural management system. Thus, simple imitation of the western road of large-scale farms may be difficult to work. The real way lies in appropriate land transfer, and the road of moderate degree of agriculture management is the real orientation of China's agriculture, especially current development of exporting agriculture. This is the important path of production transformation of our Chinese exports agriculture.4. Based on multi-disciplinary theories and methods, this article take 102 rural exports tea households in Anji County, Zhejiang province as a case, to construct the optimal land production scale model based on Cobb-Douglas function. Through empirical research and calculation, for the tea exports farmers, the excellent planting size is 32.2625 mu, the average land transformation area of tea garden is 19.4425 mu.Therefore, in the unwavering context of ensuring the management rights of the rural households output-related contract, the management rights of rural land transfer can become a realistic and important complement method. This in line with the situation of our rural labor transfer to non-agriculture, also make up land fragmentation caused by the average distribution and the loss of institution from inefficient agricultural management. So it will optimize the allocation efficiency of labor, land, capital and other production factors. In the basis of non-change the primary land use, we should construct the trading market of management rights about rural land transfer, through the establishment of laws and regulations in rural land transfer. This will realize the appropriate scale of agricultural production and built the platforms for both supply and demand in agricultural land use.
