Study On The China City Evaluation On Comprehensive Benefits Of Land Consolidation

With the developing of urbanization progress, the urban land use planning became falling behind the urban economic and social growth in the rapid development of society: the low utilization rate of urban land, unlimited urban sprawl, farmland occupying of urban edge, confusion of industrial layout, aging urban landscape and etc.In order solute the problems above, urban land consolidation must been done. Unlike the long history of land consolidation in foreign countries, China has explored and established a theory system of land consolidation and a method system of practice in recent years. In order to observe the effect of the urban land consolidation clearly, we must study the evaluation of comprehensive benefit of urban land consolidation.After reading and concluding amount of reference document from domestic to foreign, this paper has organized the concept, reform mode and the benefits evaluation study method of land consolidation. 14 indexes were chosen to represent the economic effect, social effect and ecology effect. Principal Component Analysis (PCA) and Analytic Hierarchy Process (AHP) were combined to establish a comprehensive evaluation index system. In the study 2005 was set as benchmark year to make a comparison to the benefits of economic efFect, social effect and ecology effect in 2015.As a result, it was found that the comprehensive benefit of urban land use has grown 653.92% from 2005 to 2015.The economic benefits of land use has grown 1140% and the social benefits of land use has grown 440.18%, both of them had a large promotion. The ecology benefits contributed a bit to comprehensive benefits with the grow rate 24.99%.The macro evaluation system this paper established might be the weakness. The conclusion was the land consolidation evaluation of the whole city of Wuhan; it cannot represent the benefits of certain cases. In fact, it is hard to establish a uniform index system of evaluation due to varies of reform modes and purposes.Through the conclusion of the reconstruction benefits evaluation of village inside Wuhan, this paper promote some advises to help the work of land consolidation in the future:(1) overcoming the urban sprawl to defense the farmland red line (2) Working out the urban land consolidation planning based on the urban planning (3) Encouraging the multi-subject interactive system of reform mode of land consolidation (4) Setting up the professional agency and evaluation systems of urban land consolidation (5) Paying highly attention to environmental protection, making the common development of economic effect, social effect and ecology efFect (6)Improving the laws of land consolidation (7) Adjusting the supply and demand of land by the supplier...
