Study On The City Evaluation On Comprehensive Benefits Of Land Consolidation

In recent years,with the accelerating urbanization process in China,China's urban built-up areas have continued to expand outward and the area has been increasing.At the same time,there are still problems such as low land use efficiency,unreasonable industrial layout,and dilapidated urban landscape.In order to improve the efficiency of urban land use,optimize the land use structure,and promote the transformation of land use from extensive to intensive,urban land consolidation is indispensable.However,urban land consolidation will inevitably produce a series of problems in the implementation process.The evaluation of the comprehensive benefits of urban land consolidation can help us fully understand the effects of urban land consolidation,find problems in the process of consolidation,and guide the smooth progress of urban land consolidation.After fully understanding the background of urban land consolidation,this paper clarifies the significance of comprehensive evaluation of urban land consolidation.Based on the analysis of a large number of domestic and international urban land consolidation practices and research,according to the connotation of urban land consolidation,from the perspective of improving land use efficiency.Established in terms of economic benefits,society and ecology.The urban land consolidation comprehensive benefit evaluation index system determines the evaluation model.Taking Zhengzhou as the research object,we can understand the general situation and consolidation effect of urban land consolidation in Zhengzhou and provide a realistic basis for analyzing the comprehensive benefits of urban land consolidation.Through the TOPSIS model,the economic,social,ecological and comprehensive benefits of urban land consolidation in Zhengzhou are evaluated and analyzed,and the obstacle degree model is used to calculate the obstacles of the index layer and the criterion layer that affect the comprehensive benefits of urban land consolidation.The obstacle factor is judged and evaluated.According to the evaluation results,the problems of urban land consolidation in Zhengzhou are analyzed and suggestions are made.The results show that:(1)Zhengzhou urban land consolidation has improved the comprehensive benefits of land use in Zhengzhou,among which the economic benefits are the largest,the social benefits are second,and the ecological benefits are the smallest.(2)Ecological benefits and social benefits are the main obstacles to the improvement of the comprehensive benefits of urban land consolidation.(3)The air quality compliance rate,the area of public facilities,and the proportion of industrial land in the built-up area have gradually become the main obstacles to the improvement of the comprehensive benefits of urban land consolidation.(4)The urban land consolidation in Zhengzhou has problems such as unreasonable industrial layout,small urban infrastructure land use,low ecological environment quality,unsound laws and regulations on urban land consolidation,imperfect planning,and insufficient funds.(5)Zhengzhou should optimize the industrial layout in urban land consolidation,promote economic development;expand the area of infrastructure land to meet the needs of the people;strengthen ecological governance,improve the urban ecological environment;formulate relevant laws and regulations on urban land consolidation;Urban land consolidation planning;broaden the financing channels for urban land consolidation.
