| It was pointed out clearly that we need to implement the ecological compensation system in The Third Plenary Session of the 18th Central Committee of the Communist Party of China. The public welfare forest compensation is an important part of forest ecological compensation. It is of great significance to protect and improve the ecological environment, realize the sustainable development of forestry and the construction of ecological civilization. In order to explore the problem of the ecological public welfare forest compensation, this paper study this subject from the perspective of policy Tools. Through field interviews in Sichuan province, Yunnan province and Shanxi province of China, It was found that the policy Tools of the public welfare forest compensation mainly selected subsidies, control, forest tourism and so on. The oneness of policy tools selection and inefficiency of policy tools application became the most prominent problems. To optimize the policy tools selection of the public welfare forest compensation, the paper constructed the comparative framework of policy tools selection, then the public welfare forest compensation in China and Japan were compared from policy objectives, policy tools properties and environment, respectively. By comparison, the successful experience of Japan were summarized. Based on the problems existing in China and the successful experience in Japan, this paper put forward the optimal paths of the ecological public welfare forest compensation, namely to enrich the policy tools selection, improve the effectiveness of policy tools application, handle the relationship between forest protection and farmers’ income and promote the development of environment organizations and strengthen publicity and education of forest ecological functions. |
