Research On Urban Employment Security For Poverty Alleviation Ecological Immigrants

Relocating the poor poverty is one of”A group of five”programs which was came up in relief and development work conference.It aims to resolve the rural poverty problem which was caused by bad living environment,including fragile ecological environment,scarce land resources and inconvenience traffic.It will realize the change from”the poor is caused by trapped ”to”the rich is caused by migration”through the relocating the poor which live in the places have no way to support its own inhabitants.This program has great significance to meet poverty alleviation goal to build a comprehensively well-off society.In 2001,our nation have been started to implement pilot program of relocating the poor poverty,as one of the stages,ecological migration program achieved positive results in resolving the poor problems.But,relocating does not mean poverty-alleviation.It is likely to cause the “return to poor because of migration”if we do not pay attention to follow-up development of immigrants.However,employment security is the key to achieve sustainable development of immigrants.So it is an urgent issue that building and improving the employment security system for immigrants.Guizhou Province implement the Ecological Migration Project from 2011,most of immigrants live in cities.The governments made a series of employment security policies.This paper chooses the four counties included Rongjiang,Shiqian,Zhijin and Yuqing in Guizhou as examples.First,this paper analyzes operation situation of employment security,applies the logistics regression model to analyze the affect factors of employment security from immigrants themselves,policy,labor market and community's environment.Then it comes up four dilemmas of employment security,including institutional deficiencies and policy executive power weakening in system security;lack of employment opportunity and narrow channels of employment in opportunity security;poor training,shaky financial and confused management in training security;platform is lagging behind and information-based degree is low in service security.In the end,it aims at dilemmas,applies governance theory to put forward the specific measures from concentrating on institutional improvement,creating employment opportunities,optimizing the training network and perfecting the service system.The final goal is to improve the employment security system of ecological migration,and provide measures and suggestions for next of Relocating the poor poverty program.
