Research On The Micro-system And Mechanism Of Poverty Alleviation Through E-commerce From The Perspective Of Multiple Governance

Poverty is a worldwide problem of governance.Chinese government has always attached great importance to anti-poverty work,and has made historic achievements after years of unremitting efforts.In order to achieve the grand goal of building a well-off society by 2020,the task of poverty alleviation and development in China is still serious during the 13th Five-Year Plan period.We must implement the Precise Poverty Alleviation Strategy and Innovate Measures to speed up the poverty alleviation process.With the advancement of the Information Technology Revolution,E-commerce has become a new impetus to promote economic development which as as a new form of integration of the Internet and the real economy.In this context,the poverty alleviation through E-commerce is incorporated into the national precision poverty alleviation policy system.And rural e-commerce has become an important carrier of precise poverty alleviation.Taking the Multiple Governance as research Perspective,this thesis clarified the micro-system of Poverty Alleviation through E-commerce,that is the Operating System and the Mode of Interaction on the example of H county in Jiangxi ProvinceThe mode of poverty alleviation mainly including the sales system,agricultural products supply system and service support system.As the main subject of poverty governance,government,enterprises and peasants have shown different modes of interaction.The government and enterprises have realized the cooperative management through the relationship reconstruction and the construction of communication service platform.Enterprises and farmers Demonstration and production and marketing in the brand cooperation to promote mutual benefit and win-win situation,The government and farmers through the electric business training to achieve the goal of guiding the formation of energy.Through the study,it is found that the mechanism of promoting poverty alleviation of poverty alleviation can be summarized as three mechanisms.The first poverty alleviation premoting machanism is a mechanism that through the development of product distribution channels and the transformation of the role of farmers in the market to achieve direct home to promote poverty alleviation mechanism.The second poverty alleviation premoting machanism is a mechanism which by promoting the industrial development through the construction of the industrial chain and promoting the regional characteristics of industrial development.The third poverty alleviation premoting machanism is a mechanism that by promoting the upgrading of traditional industries and enhancing the total social welfare of rural areas to achieve the spillover effect of electricity spillover mechanism.As a new era of market-oriented exploration of the new model,Poverty Alleviation through E-commerce ha showed its strong inclusive development characteristics.In order to further promote the implementation of the Precise Poverty Alleviation Strategy,poor areas need to pay more attention to the value of emerging technologies in promoting regional development and poverty alleviation.
