The Impact Of Environmental Regulation On Technological Progress

With the rapid development of extensive economy,the contradiction between environmental pollution and economic development pattern is particularly promine nt.How to make the optimal use of environmental resources in the social development is the concern of the whole society.From the policy level,environmental regulation policy is the system guarantee of economic development and environmental protection.Technological progress as the driving force of economic development,long-term energy-saving emission reduction play an important role.Therefore,it is important to study the impact of environmental regulation on technological progress.In this paper,taking into account the regional differences,but also take into account the different ownership of corporate environmental regulat io ns on the impact of technological progress.Firstly,it elaborates the direct and indirect effects of environmental regulation on technological progress.The direct effect includes the short-term cost effect and the long-term innovation compensation effect.The indirect effects mainly include foreign investment,enterprise profit rate,corporate environment strategy,human capital and R&D funding and other aspects of these effects.And then through the 2000-2014 regional and different ownership of the enterprise data analysis,the use of Solow residual value of technical progress indicators,the use of the system GMM study concluded:(1)Technological progress has a negative lag effect in the eastern,central and western regions,and the lag effect on state-owned and holding enterprises and private enterprises is also negative,and the technological progress of foreign-inves ted enterprises is significantly positive.(2)The intensity of environmental regulation has a positive effect on the improvement of technological progress in the region,and the positive effect on the level of technological progress of foreign-invested enterprises,but inhibits the technologic a l improvements of the state-owned and private enterprises and the private enterprises.Private enterprise performance is not obvious.(3)The interaction between environmental regulation and FDI have differe nt effect on different objects.In the eastern and western regions,the interaction is positive,while in the central region there is no significant negative effect.Considering differe nt ownership enterprises,the interaction between the two companies has a signific a nt positive impact on the technological progress of the three enterprises.
