Si Fang traditional industrial zone in Qingdao, has been formed a relatively complete industrial system. Since reforming and opening, with the relocation of some industrial enterprises and bankruptcy, Si Fang District has been facing unprecedented difficulties, and severe situation requires Si Fang old industrial district to restructure and coordinate development of innovation-oriented city. The article for this issue has been studied and fully considered the basic profiles of Si Fang District, according to its strengths and weaknesses, in order to identify problems, analyze problems and finally solve the problem.A total of most of the article is divided into five. The first part of the article mainly shows the need for Si Fang District to build an innovative city. According to the existing policy, Si Fang District need to carry out the urban space strategy that is "relying on the main city, pro-Bay development, organizing the layout of the axial radiation" of, and has its best efforts to create "a multi-master organize groups" of the modern city.The second part of the article elaborates the core point from a theoretical view. From Schumpeter's theory of scientific and technological innovation to the Solow-neutral technical progress residual method and the endogenous growth theory, the essay leads to scientific and technological progress on economic role in promoting growth step by step.Part III on the relationship between scientific and technological progress to promote economic development and theoretical knowledge and thinking based on the use of internationally accepted Solow neutral technical progress residual method measured the Qingdao Si Fang District from 1995 to 2008 contribution rate of scientific and technological progress. The perspective of additional examples can resupply the lack of the empirical analysis.Part V is proposed to base on the above analysis of the future direction of Si Fang District, and increase scientific and technological input and the contribution rate of scientific and technological input in order to smooth realization of Si Fang's economic restructuring.Today, the role of science and technology to promote economic development is larger and larger. While, the Si Fang District of Qingdao which need to have a big transformation should address the current problems in science and technology system to take targeted measures in order to accelerate scientific and technological achievements, and give full play to scientific and technological innovation in support and The role of socio-economic development led to the socio-economic development shifted to relying on scientific and technological progress on the development of science and technology to fully tap the enormous potential of science and technology to elevate the overall strength and capability of independent innovation, breaking the resources and the environment, the bottleneck constraints, embark on science and technology to new road to industrialization.
