Agriculture is the basic industry of the nation,which plays a key role in promoting the growth of the national economy and maintaining the stability of the society.At present science and technology as the biggest driving force for the liberation of the productive forces,has penetrated into every field of national production and life,and agricultural development is also driven by traditional capital,land and labor factors to rely on science and technology and policy factors.As the progress of science and technology plays a more and more important role in agricultural economic growth,the contribution of scientific and technological progress to agricultural development(the contribution rate of agricultural science and technology progress)has become an important indicator of agricultural modernization in a country or region.Therefore,scientific and effective measurement of the progress rate of agricultural science and technology and effective measures to promote the development of agriculture are of great significance.At present,there is not much research on the contribution rate of scientific and technological progress in Jiangxi Province,and the method is not new,this paper first through the background research and theoretical analysis,the method of Solow growth model which is promulgated by the Ministry of agriculture to measure the contribution rate of agricultural science and technology progress in Jiangxi province is determined.This paper collected the related data from 1991 to 2015 and used the price level of 1991 to fit the CobbDouglas production function.By using the Eviews5.1 software to analyze the factors that affect the agricultural development of Jiangxi Province,the contribution rate of the agricultural technology progress of Jiangxi province is 54.3%.;and through the comparison with the results of Hunan province and the whole country,a series of factors affecting the progress of agricultural science and technology in Jiangxi province are deeply explored.Secondly,this paper proposes to use different annual growth rate prediction models for total agricultural output value,capital investment,labor force,and land area,taking into account their different impact conditions,and realize the prediction of the contribution rate of agricultural science and technology progress in Jiangxi Province in 2020,and the factors influencing the contribution rate of agricultural scientific and technological progress in Jiangxi in 2020 to reach the 60% expected target are analyzed.The final part of this paper is the conclusion: First,from the data of the whole country,Jiangxi Province and Hunan Province,we can see that a large part of the reasons affecting China's agricultural production at this stage are still capital input,and increase the total agricultural output by increasing the investment in agricultural capital.Output is the most effective method;Secondly,judging from the factors affecting the contribution rate of agricultural development in Jiangxi Province,scientific and technological progress is still relatively low for agricultural development compared with developed regions but it is steadily increasing.The contribution rate of China's agricultural progress is far lower than that of developed countries,and Jiangxi Province is lower than National level but higher than Hunan Province;Thirdly,through the prediction of the contribution rate of agricultural science and technology progress in Jiangxi Province,it can be concluded that the contribution rate of agricultural science and technology progress in Jiangxi Province is mainly on an upward trend,and it is feasible to achieve a contribution rate of 60% for scientific and technological progress in our province.Correspondingly,this article also proposes several suggestions for improving the contribution rate of scientific and technological progress in Jiangxi Province.
