The Tactical Interaction Among Local Government S&T Expenditure And Its Influence On S&T Progress

Scientific and Technological Progress can promote economic growth,so governments attach great importance to science and technology investment.But the independence of the administrative region led to local government's tactical interaction in fiscal expenditure.Is there also an intergovernmental strategic actions on S&T expenditure?If so,what impact will it have on S&T Progress? The article looks for the theoretical basis of the interaction between local governments S&T Expenditure,and simulates the interaction process of all regions by Game analysis.Taking Guangdong Province as an example,we analyze its present status of fiscal expenditure on S&T.Using Spatial Panel Model with Guangdong's prefecture-level cities data from 2007 to 2015,this paper studies the interaction of the S&T fiscal expenditure andits impact on S&T Progress.The results show that there is significant tactical interaction.In the process of interaction,the competition effect is stronger than the spillover effect and presents a positive spatial correlation on the whole.The closer the distance between the prefecture-level cities is,the stronger the S&T expenditure tactical interaction is,and the competition of economic resources significantly strengthened the degree of tactical interaction.We also found that expenditure on S&T and its strategic behavior are conducive to S&T progress.Therefore,local governments need give sufficient attention to S&T development,promote the free flow of scientific research elements and take full advantage of strategic behavior to develop a virtuous competition.At the same time,they should support the local advantageous S&T industries according to local conditions.Finally,they should promote intergovernmental cooperation and avoid inefficient S&T investment.
