Research On The Evaluation Of China’s Marine Power

The 21st century is Marine century, our country is in the key period to build a well-off society and realize the great rejuvenation of the Chinese nation. As one of the world’s important maritime nation, implementing the strategy of sea power meets the need to build a sea power, improve the national economic security, freely to cope with the international emergency, adapt to the strategy of "going out", and economic and social development in our country, it is also the need of Marine development. In recent years, there is a strong maritime industry development in our country, maritime industry plays an increasingly important role in the national economy and social development, which has become an important industry concerns national security and national economic lifeline. But overall the comprehensive competitiveness of shipping in China is relatively weak, there is still a gap compared to the target of the construction of maritime power.Maritime power index system can indicate the direction for improving maritime competitiveness. It is of great significance that China realizes a shift from a big maritime country to maritime power. Related research content and results are as follows:First of all, this paper analyzes the present situation of home and abroad existing research about marine power, and puts forward the concept of sea power. Also this paper analyzes the current maritime power development experience of the United States, Japan and the European Union, describes the present situation of Chinese maritime power development, providing theoretical basis for Marine power index system building.Secondly, based on literatures and interviews of experts, marine power questionnaire is designed, and the reliability and validity analysis is applied. The maritime power evaluation index system is made including macro environment, the development of shipping and the industry chain, port, shipping fleet, shipping companies, talent and technology, laws and regulations and the safety and security. All these provide theory basis and policy recommendations for the future of marine power construction.Then combining with the characteristics of marine power evaluation index system, this paper chooses AHP-matter-element extension synthetic evaluation model to evaluate the present situation of our country’s maritime power development, which combines the advantages of the two methods.Finally, according to the evaluation results, this paper analysis of the problems of China’s present maritime power development, learning from the experience of maritime power development, such as the USA and Japan, Chinese maritime power development countermeasures and suggestions are put forward.
