Globalization poses great challenges for Chinese companies,which now have an urgent need to improve management levels.This is particularly true for China's state-owned companies enjoying a monopoly in a sector.This paper analyzes the performance evaluation system of Wubu Tabaco Bureau from three aspects,including performance target,evaluation,and feedback,identifies areas for improvement in the performance management of the bureau based on excellent management methods and practices both inside and outside China,and finally provides solutions to raising the bureau's management levels.In this paper,surveys and interviews are conducted at the bureau regarding its organizational structure and division of labor.Based on job analysis,suggestions are provided on reorganizing the bureau to clearly define the personnel's job responsibility,with different pay standards put forward.Then,the performance evaluation system is innovatively broken down into four parts:evaluation officers,employees,and evaluation tools and indicators.Based on this,the paper presents solutions to improving the performance evaluation system,particularly including the equi-difference table method,which significantly improves the fairness of the evaluation system.Finally,the paper discusses how to implement the new performance evaluation system within the bureau.The implementation measures include employee interviews,performance bulletins,and fostering of a strong corporate culture.The paper provides systematic measures for improving the bureau's performance evaluation system,from performance target establishment to performance evaluation and feedback.In particular,the equi-difference table method is introduced,making the evaluation fairer by taking workload,difficulties at work,and job importance into account.At present,there are few researches,even no systematic theories and practices on the performance evaluation system of China's branch-level tobacco bureaus.The paper offers solutions to improving the performance evaluation system of Wubu Tabaco Bureau,which can be used as a reference for other enterprises.
