Studies On Planning Environmental Impact Assessment Of The Comprehensive Improvement Of Land

The comprehensive improvement of land is the important way to supplement cultivated land,to improve agricultural production conditions and ecological environment,to improve land productivity,making the environmental impact assessment of land reclamation planning significance.In shangqiu main purpose of this study was based on the comprehensive improvement of land planning and implementation of the environmental impact of analysis,prediction and comprehensive evaluation,the planning of environmental feasibility conclusions;In view of the planning implementation may produce adverse effect,puts forward some countermeasures to prevent and reduce the adverse environmental impacts and measures.This paper comprehensively discussed the research progress of planning environmental impact assessment at home and abroad,through the contrast analysis showed that there was still some problems in the evaluation method on the Planning Environmental Impact Assessment in our country;The land comprehensive improvement of the Shangqiu city was retrospectively analyzed.Making the area environment of Shangqiu city,such as natural,social and economic system as the breakthrough point,by adopting the combination of qualitative and quantitative method from the pros and cons of planning environmental impact to identify analysist,to establish planning environmental impact identification analysis matrix;Starting from the connotation of environmental quality,making environmental system structure-function-value theory as a foundation,from the four level of the production of natural environment system,support social development,health culture and sustainable utilization,screening of environmental quality evaluation index,building comprehensive evaluation index system by the four levels of the target layer,the criterion layer,the index layer and the parameters;Setting up comprehensive evaluation model,comprehensive evaluation results and conclusions;Planning environmental comprehensive rationality was proved;Last,the research conclusion and discussion were obtained.The comprehensive improvement of land planning and environmental function division should be in harmony,in order to protect the ecological environment,the development and utilization of the unused land to be very careful,on the basis of shangqiu areas development environment conditions of the areas and environment functional areas of environmental protection objectives,direction of land use,land is not suitable for large-scale development,land development cannot serve as the focus of land management.Land comprehensive improvement project shall avoid all kinds of natural and cultural landscape,resource conservation,ecological sensitive area,special species distribution area,to protect the role of landscape resources and cultural heritage,had no substantive effect on biodiversity,ecosystem structure.Land renovation plan implementation effect on environmental quality comprehensive evaluation results show that the influence of the planning and implementation of regional environmental quality comprehensive index value is + 4.18(comprehensive effects a maximum of 100,the beneficial effects of positive and negative impact negative),feasibility,planning scheme with environmental planning is helpful for the improvement of the regional environmental quality and improve the overall consideration of social,economic and environmental benefits to improve coordination synchronization.
