A Study After The Poverty Alleviation In Huaxian Country Of Henan Province

Poverty is a worldwide problem.There are problems of poverty no matter in developing countries or developed countries.It's one of the hottest topics of scholars and governments.Therefore,one of the basic national policy all over the world is to eliminate poverty.The poverty alleviation in our country has made great progress,and the poverty situation has been effectively alleviated since the "National Planning and Cooperation Program" was applied.However,the task is still very difficult in order to fundamentally solve the poverty situation in rural areas.With the situation of promoting a new round of poverty alleviation in China,Huaxian as a state-level poverty-stricken county seize the opportunity and mobilize the strength of the whole society to fight against poverty.Huaxian has been got rid of poverty by the end of 2016.This paper aimed to study the existing problems of poverty alleviation in Huaxian county,and to improve the quality of poverty alleviation to develop better and faster in the future.The literature research,case analysis,and field research methods were used in this study.The author reviewed and consulted many literatures and related government policies on poverty alleviation and development,and analyzed the measures and typical cases in poverty alleviation to understand the effectiveness of poverty alleviation work in Huaxian county: Poverty-stricken villages are all out of poverty,the number of poor people has been declining,the per capita income of the residents has been increasing year by year and the infrastructure has been improved.At the same time,some unfavorable present conditions were pointed out,such as the newly identified poor households after poverty alleviation,returning poor households to grow faster,and the per capita income of farmers in Huaxian county is still low.After visiting 4 towns and 8 villages in Huaxian country and mastering a large number of first-hand information,the collated data was analyzed,it revealed that there are still may problems after slaughtering of poverty,such as the lagging village infrastructure;enterprises(cooperatives)driven was inadequate,the poverty alleviation ability isn't strong enough;the phenomenon of poverty alleviation of farmers still exists;the poverty alleviation and development fund investment is relatively insufficient,the efficiency of poverty alleviation fund is not high;there is no long-term mechanism to help the poor.In view of the problems existing in the overall poverty alleviation,the factors that lead to the problems are analyzed,for example,the location of Huaxian is relatively remote and the traffic is difficult.The industrial structure is irrational and the competitiveness of the characteristic industry is not strong;the educational level is low and the ideology is backward.The enthusiasm of the masses is not high.Finally,some suggestions are put forward to solve the problem effectively,for example,to speed up the construction of public utilities,to create a good environment for poverty alleviation and development;to adjust the industrial structure,to vigorously promote the secondary and tertiary industries;to increase investment in rural poverty alleviation funds;to mobilize society to participate in poverty alleviation,and promote poor people to increase income.
