The Analysis Of Fiscal Policy On The Impact Of The Transformation And Upgrading Of Equipment Manufacturing Industry

As the core of China's industrial and economic development,equipment manufacturing industry plays an important role in economic development."12th Five-Year" period,the equipment manufacturing industry output value has exceeded 20 trillion yuan,accounting for the global 1/3,ranked first in the world.China has become the equipment manufacturing country,but the industry is big but not strong,face many problems,such as the extensive mode of production,resource consumption,low efficiency,low value-added products,industry overcapacity,environmental pressure upward and so on.In the face of these problems,in order to maintain the sustainable development of the equipment manufacturing industry,China's equipment manufacturing industry transformation and upgrading is imperative.Transformation and upgrading of manufacturing can not do without the government departments to promote and support.Give full play to the core role of fiscal policy,deepen the transformation and upgrading of enterprises,has become an important issue.This paper measure the level of transformation and upgrading of China's equipment manufacturing enterprises,and then analyze the fiscal policy to support the role of transformation upgrade to the enterprise,and puts forward a series of policy recommendations.The research object of this paper,reviews the related theory to support the transformation and upgrading of enterprises and fiscal policy,combined with the present situation of domestic and foreign related research,understand the connotation of the transformation and upgrading of enterprises,laying the foundation for the following empirical research.This paper constructs the index system of enterprise transformation and upgrading,which includes 6 levels: innovation input,innovation production,innovation management,innovation output,operation ability and profitability.At the same time,the use of group decision analytic hierarchy comprehensive weight methodand entropy method to measure the index,select the 190 equipment manufacturing listed companies as the research sample,using the index system and comprehensive evaluation method to establish the comprehensive evaluation for the status of the development of the equipment manufacturing enterprise transformation and upgrading.It was found that the transformation and upgrading of equipment manufacturing enterprises during the period 2010-2015 is not very good,a downward trend.Secondly,to upgrade the comprehensive development index as explanatory variables to enterprises,financial subsidies and tax return of 2 indicators as explanatory variables,the scale of enterprises,human resources,environmental changes of 3 control variables.Using panel data the empirical impact of China's fiscal policy on the transformation and upgrading of equipment manufacturing industry.The results showed that: an empirical analysis the results are robust;financial subsidies to promote the transformation and upgrading of equipment manufacturing;tax return upgrade has significant positive correlation with the transformation of the equipment manufacturing industry;enterprise scale and the transformation and upgrading of equipment manufacturing does not exist significant relationship;human resources,environment and equipment manufacturing industry transformation and upgrading has a significant positive relationship.Finally,combined with the empirical analysis,the paper puts forward the countermeasures and suggestions to support the transformation and upgrading of equipment manufacturing industry from two aspects of fiscal policy and the enterprise itself?...
