Innovation is the inner motive power of economic growth and technological progress,as the innovation-driven development strategy is put forward,how to change the pattern of economic development, achieve healthy and stable economic development become a problem to be solved. With the loss of labor cost advantage and the restriction of resources, the traditional development mode has been eliminated.Nowadays, we must change the pattern of economic development, promoting economic development by innovation. With the improvement of regional innovation,the stock of knowledge for local region is very limited, local regional innovation requires the introduction of external knowledge. Therefore, how to make full use of external knowledge spillover to achieve good performance is a hot spot of current research. In addition, knowledge spillover is a kind of space behavior, in the process,spatial correlation factors must be covered , because of the insufficient consideration of multiple spatial factors, the past study reduced the scientific nature of the results, so we should study the knowledge spillover effects on regional innovation performance from the perspective of spatial correlation . In addition, the traditional method to measure knowledge spillover caused much differentiation of the conclusions, the use of gravity model to measure knowledge spillover directly will effectively solve the problem. Finally, we will examine the threshold effect of knowledge spillover on regional innovation performance, it can avoid generalizations about the knowledge spillover effect (which is seen as a simple linear effect). The above innovation measures will promote the optimal allocation of innovation resources, and promote regional innovation performance effectively.In order to further study of knowledge spillover effects on regional innovation performance, this paper under the perspective of spatial correlation to analyze the effect of knowledge spillover on regional innovation performance by using the panel data of 30 regions in China during 2004-2013, measuring the knowledge spillover and constructing spatial econometric models based on different weight matrices. And building the threshold regression model to study the effect and mechanism that knowledge spillover effects on regional innovation performance empirically. The results showed that:(1) During the past ten years, the regional innovation performance are significantly increased. But overall, China's regional innovation performance is still low. The Midwest regional innovation performance growth quickly, but compared with the eastern region, there is still a large gap. The imbalance problems of regional innovation development in China still exist.(2) From the total amount of knowledge overflow, the knowledge spillovers level in the eastern of China is highest, such as Beijing and Shanghai, while the knowledge spillover level of central and western regions is significantly lower . From the point of knowledge spillover growth, the growth of knowledge spillover for central and western regions is significantly higher than that of the eastern regions, indicates that the central and western regions is the key to promote the innovative development of China,the innovation growth potential for central and western regions huge.(3) Under the effect of different space factors, the knowledge spillovers are significant positive impact on regional innovation performance. But under the influence of different space factor, the effects are different: geographic distance effects on regional innovation performance is stronger than the influence of social and economic distance. It is means that geographic distance is still the key factors influencing the effect of knowledge spillover. And the central and western regions should pay attention to the improvement of the condition in the process of innovation and development.(4) Threshold regression model of the estimated results show that the knowledge spillovers have a threshold effect on the regional innovation, when the flow of human capital is less than the threshold value, knowledge spillover effect to the promotion of regional innovation performance is limited. When the flow of human capital is more than the threshold value, knowledge spillovers for a greater role in promoting regional innovation performance.
