In the era of knowledge-based economy,R&D personnel have become the core element to promote technological innovation and regional development.The research on the flow of R&D staff is more and more significant and strategic to improve regional innovation performance.One fact that can not be ignored is that with the rapid deveopment of transportation and communication technologies,the flow of the R&D personnel is becoming more and more large and frequent,which will affect Coordinated Development of Regional Innovation.In fact,the statistical data shows that the distribution of regional innovation performance and the spatial pattern of R&D personnel show some very similar characteristics,indicating that there is bound to be certain connection between the flow of R&D personnel and regional innovation performance.Therefore,to judge the characteristics of R&D staff mobility and regional innovation performance accurately and clarify exactly which regional characteristics can play a positive role in the R&D staff turnover and analyze the influence of R&D staff mobility on regional innovation performance will help to create a spatial distribution pattern of R&D personnel which is conducive to regional innovation and achieve the purpose of promoting regional innovation and development.This article uses panel data of 30 provinces and cities in Mainland China from 2008 to 2014 to examine the impact of R&D staff mobility on regional innovation performance.Firstly,based on the theory of labor utility function,the paper analyzes the influencing fcactors of R&D staff turnover.It is found that,different from the general labor mobility,the regional characteristics have different effects on the R&D staff turnover.Secondly,according to the influencing factors of R&D staff turnover,the model of gravity migration is amended to measure the R&D staff turnover,and the regularity of regional R&D staff turnover is analyzed.The regional mobility scale of R&D staff in China shows a sharp rise with a large difference in different area,it also shows the Matthew effect indicating that the stronger gets stronger and the weaker gets weaker,and the R&D personnel tend to flow among the economiclly and the geographically similar areas.Then,the entropy method is introduced to measure and analyze the regional innovation performance based on the scientific and technological achievements and economic benefits.The results show that the regional innovation performance in China is in the trend of steady increase,but it also shows the characteristics of unbalanced development.The coastal areas are obviously more innovative and developed than the central and western regions,but in terms of growth rate,the central and western regions are stronger than the eastern regions.Finally,on the basis of knowledge production function,using Moran I index to test the spatial correlation of regional innovation,constructing the spatial weight matrix of geographical features and economic features separately,the regression estimation results of space lag model and spatial error model are analyzed,the impact of R&D personnel mobility on regional innovation performance was found.The main conclusions of the study include:(1)Moran I test result shows that the regional innovation activities in China show a significant spatial correlation,and with the passage of time this spatial relationship has been continuously strengthened;some eastern coastal developed regions have formed high-high aggregation,while the western region with a relatively backward economy is in a depression with low-low accumulation of innovative activities.In some areas,economic development has not yet been at the forefront,but its development has been particularly prominent in some regional characteristics,and its innovation performance has also emerged a high-high concentration of benign distribution situation.(2)Empirical results of spatial measurement show that both geographical and economic characteristics will have an impact on the spatial connection of regional innovation activities,and the impact of economic characteristics is relatively greater.There is a significant correlation between R&D personnel mobility and regional innovation performance,the inflow of R&D personnel is positively correlated with the regional innovation performance,while the outflow of R&D personnel is negatively correlated with the regional innovation performance,and the inflow effect of R&D personnel is stronger than the outflow of R&D personnel.Although the results show that the invesment of human and capital will also have an impact on regional innovation performance,but the impact is relatively small relative to the flow of R&D personnel.And the positive inflow effect of R&D personnel in eastern region is more obvious,while the negative outflow effect of R&D personnel in central and western regions is more obvious.
