Land resources is one of the main factors in the city's construction and development. However, due to the restrain of the food security and ecological environment, there is not enough land resources to be used for building construction,the development of the reserve resources of the incremental construction land can't be sustainable, too. Meanwhile, as a result of the limitation of the early economic and technological level and the lack of the land management, the denotative extensive urban development model lead to the abundant inefficient use land in the city, this makes the redevelopment of this inefficient use land become an important work from place to place. After several yearly practice and exploration, this work has been from the pilot phase turned into the deepening phase. But it is inevitable to face with the problem of demolition compensation in the process of this work, for the defects of the current compensation system and the unfair benefit allocation mechanism, leading to the dismantles boycott demolition,which makes the redevelopment of the inefficient land face with much difficulty. So we must break the demolition contradictions at first if we want to do the work better.The redevelopment of the inefficient land looks like the exchange of the land use right, but it's the distribution of the benefit actually. First of all,on the basis of definition of the inefficient land and the redevelopment of them, by comparing the different of the land price connotations during the redevelopment of the inefficient land, this paper discusses the formation mechanism and attribution of the land value-added benefits, and draw a conclusion that the land value-added benefits which produced by the Different Rent II belong to the government and the others produced by the development of market belong to the dismantles. Then, through the analysis of the status quo of compensation, finding out that the fundamental problems in the compensation are the choose of the compensation mode without considering the wishes of dismantles makes them marginalized,the lower compensation standard of the collective construction and the state-owned allocated land, and the land value-added benefits that belong to the dismantles taken by the government leading the dismantles to bear the huge risk of the rise of land price. Last but not the least, in view of the compensation problems,this paper builds a new compensation model to define the scope of compensation, measure the original value of the dismantles'property and the adding the land value-added benefits produced by the development of the market. Besides, this model also discuss the mode of the compensation should give priority to the resettlement in situ and be supplemented by monetary compensation.This paper takes the Honghua-Airport demolition project in Nanjing as empirical,calculating the compensation standard by the model built above and comparing with the current compensation result to verify the scientificity and feasibility of this model.
