In recent years,China's urbanization and industrialization development rapidly,city lands expand rapidly.The expansion of city takes up a large amount of farmland,intensify the contradiction between people and land.The extensive urban development model will only intensify the contradiction between people and land.It's not only conducive to the healthy development of city,but also not good for the protection of cultivated land in our country.Therefore,the inefficient land development and utilization in the city has become a new and sustainable model of urban land use.The research of inefficient land has practical necessity.In addition,under the reasonable income distribution of land secondary development on our country.Social contradictions,small property right problem,etc.These problems are generated from land value-added benefits distribution inequality exist in primary land development on our country.therefore,This article revolves around inefficient land.Based on land purchase reserve system,analysis some problems of inefficient land use and revenue,Explore the solutions to these problems.Provide the feasible improvement suggestions to the inefficient land use under the present system.This paper mainly through four parts to discuss.The first part is the overview of inefficient land.This part mainly discusses the general research situation of inefficient land at home and abroad.Define the related concept of inefficient land and its benefits.Parsing the inefficient land involved theoretical basis.The objective is to better and more easier to understand inefficient land,to laying the detailed basis for the inefficient land work.The second part is the inefficient land development way and its cost price analysis.Firstly,analysis primary land development's pattern in the past and present.Insight into the advantages and disadvantages of various development way.explain the cost of land purchase and reserve.Analysis the problems existing in the inefficient land development and the cost can be optimized.These costs make up the inefficient land development's cost price.The third part is the related analysis of inefficient land development value-added benefits.The determination method of land value increment income is evaluation method and exchange act.The actual value-added profit is produced under the trade.Value-added benefits is not always positive.If it's negative,we should analyze The forming reason of inefficient land and think about the decision of inefficient land development.At present,the collective and the state land's value-added benefits are owned by the government,it also reflects the problem of value-added income distribution in some degree.The four part is the suggestions to solve the problem of inefficient land development and value-added income distribution.For the efficiency and financial problem of inefficient land development,the government should be implemented enterprise market competition by means of bid invitation,give full play to market forces.For a series problem of value-added income distribution injustice,the government should transfer some income to the owner according to a certain proportion,as a secondary compensation.To establish a special fund support for solving the fund shortage problem in bidding and benefits return.The government should give some appropriate preferential to the cost of enterprise development.The above policy recommendations make up a new business model of primary land development,it has a very important significance for the land development smoothly,including inefficient land.
