Comprehensively Deepen The Study Of New Urbanization Construction Under The Vision Of Reform

New-type urbanization is the greatest potential and strategic fulcrum of development, is an important way to complete the building of a moderately prosperous society in all respects. Comprehensively deepening reforms is the driving force for the new-type urbanization. China’s urbanization is carried out and guided by Marxist thoughts of urbanization and Marxist thoughts of urbanization localized in China, which further enriched and developed Marx’s thought of urbanization in practice.Taking Huai’an city of Jiangsu province as an example, this paper analyzes the achievements of urbanization in our country since the reform and opening up, which mainly shows in the institutional framework of urbanization improved gradually;urbanization developed rapidly and coordination of regional development enhanced;urban and rural infrastructure construction accelerated, public service and living standards improved significantly; remarkable achievements of ecological civilization made,etc. At the same time, under the new situation of deepening reform comprehensively, this paper points out the new-type urbanization were restricted by the population, land and capital, etc. More "semi-urbanization" population, not strong attraction in population; low efficiency of the overall land using, less people and more prominent status; big gap in the capital of urbanization construction, imperfect investment and financing mechanism are some urgent problems to be solved.In order to achieve scientific development and complete the building of a moderately prosperous society in all respects, we must carry out new-type urbanization of socialism with Chinese characteristics, figure out the direction and basic path of the new-type urbanization. Firstly, integrating their various types of urban plans into a single plan and forming a complete set of key system to strengthen the top-level design of the development of the towns. Secondly,establishing a sound financial security mechanism of urbanization, accelerating the transformation of government functions and deepening the reform of land use system to continue to break the key system. Thirdly, coordinating the overall urban and rural industrial system, optimizing the layout of urban and industrial development and strengthening industrial employment support to promote the integration of development of the city.Fourthly, strengthening urban and rural development of institutional mechanisms,speeding up the construction of rural infrastructure, promoting social security and equalization of public services and other aspects to promote the integration of urban and rural development.Through the macro and micro research in new-type urbanization in the context of comprehensively deepening reforms,we hope that this research can provide sample and reference for other areas of new-type urbanization.
