With the sustained development and deepening reform of Chinese economics, growing problems in human resources of China come out constantly. For example, lack of legal norms in way of labor using, abuse of probation period and penalty, delay in payroll and the the like. However, it is ubiquitous in industrial relations of China that the capital occupies the relatively stronger position than the labor, which ends up with a serious imbalance situation.As the front position of reforming and opening up, Baoan district of Shenzhen city has the reputation for a key industrial zone and export zone, which has electronic and information industry, modern logistics industry, new equipment manufacturing industry, cultural industry and circular economy industry as its five pillar industries. Among the massive electronic information manufacturing enterprises in above-scale, Foxconn, the Great Wall, Ensimai Electronic, Fuji Xerox and the like, promote the development of electronic information industry and turn out to be the pillar industry in Baoan district.Data report on Chinese enterprises in Baoan District of Shenzhen by the first quarter of 2015 shows that 225780 companies are included in Baoan district, the number of which ranks the first among the six districts of Shenzhen, and being the top among all county enterprises in Guangdong province at the same time, which ranks the third among all county enterprises in China, after Chaoyang district and Haidian district. It shows that Baoan district is an area relatively centered by enterprises, especially by all kinds of manufacturing enterprises majoring in electronic information industry, which ranks the first in China. Meanwhile, as the labor intensive industry, these enterprises call for a large number of labor resources. As a consequence, labor issues in such a district has always been a common concern of the government and the community.Especially in recent years, China's manufacturing industry is facing an unprecedented crisis of sustainable development. A great many of enterprises have been thrown into a bankruptcy and that entrepreneurs absconded with the money occurs frequently. Data shows that labor intensive industries like furniture, electronics, textiles, ceramics industry has became the worst-hit area. Meanwhile, majority of labor intensive industries began to fade generally in 2014 and 2015. Labor relations in this economic environment may be more worrying. Therefore, the author selects the topic on Current Situation of Labor Disputes in Baoan District, focusing on economic and enterprise development status of Baoan district, as well as the problems of industrial relations of Baoan district under the current economic environment.In the light of research on the topic and the thesis, this paper studies mainly these three causal relations by putting forward issues, studying and resolving issues. First, by analysis of a large number of documents, the author illustrates the background, its significance and the current situation in this thesis; Second, by carrying out non-directional survey through questionnaires, after a comprehensive understanding of individual incomes, working hours, working environment, labor protection, etc. in Baoan district, the author further analyses relevant functional departments and part of the enterprises in the district and interviews government staff, front-line workers in the enterprises as well as people in charge of human resources face to face to have a deep understanding the cause of the existing problems combined with the literature data collected by the author; Finally, according to the existing problems and the cause of them, based on theoretical level, the author puts forwards the specific suggestions and countermeasure by drawing the lessons from the advanced experience at home and abroad.The development of economics in Baoan district plays an important role in Shenzhen as well as in Guangdong province and even in China economics. Hence, a good industrial relation is of significance to Baoan's economics, a sustainable development of enterprises as well as social harmony and stability. As far as the author's concerned, China is in the period of deep development of reform and opening up, and the government has proposed to build a well-off society during the 13th five-year plan. However, at present China is facing a economic depression of three-phase superimposition. The establishment of a good industrial relation in this area relies on the joint effort among the enterprises, the government and the whole society. Aimed at labor disputes and the status in Baoan district, enterprises have to strengthen the construction of a human-oriented enterprise culture and the government has to constantly perfect the laws and regulations that protect the rights and interests of workers and to establish a sound and efficient work mechanism. The society calls for focusing on labor rights and interests, especially on foreign labor force to form a harmonious and stable labor capital relations consequently.
