Research On Evaluation Of Operational Capability Of Agricultural Products Logistics Enterprises Based On Synergetic Theory

No 1 Central Document focused on "three issues of agriculture" from 2003 to 2017.In 2017, the No 1 Central Document proposed " promote the supply-front reform of agricultural and accelerate the development motivation of rural and agriculture, in which rural e-commerce has become the most critical point. High efficiency and safety of the agricultural logistics system is the key to solve the "three issues of agriculture"of the Party Central Committee and is the core of modern distribution channels of agricultural products into the city. However the development of agricultural logistics enterprises in our country is chaotic, and the operation ability is low. Therefore, it is very important to make a reasonable evaluation of the operation ability of logistics enterprises and put forward countermeasures and suggestions.(1) The paper summarizes the related basic theories of agricultural logistics enterprises and the existing evaluation methods of agricultural products logistics enterprises, found that the evaluation of the operational capability of agricultural logistics enterprises is mainly from a static point of view, and can not fully reflect the long-term operation of enterprises. Therefore, this paper introduces synergetics theory to realize the comprehensive evaluation of the operation ability of agricultural logistics enterprises from the perspective of collaborative results.(2) It analyzes the applicability of synergetics to agricultural products logistics enterprise operation evaluation, establishes the cooperative theory system of agricultural logistics enterprises, and combines the logical thinking of the evaluation method of logistics enterprise operation capability from the perspective of collaborative process, puts forward collaborative object for profitability, customer service, business management ability and enterprise resources. In the observation period of data through the synergy degree measuring method, observation data using the collaborative ability quantization stage to observe whether the enterprise can form an advanced order (that is, whether the enterprise realizes profit, efficiency and quality), and then evaluate the operation ability of the enterprise.(3) According to the principle of objectivity, comparability and measurable, 30 index parameters are screened from the 7 aspects of logistics personnel, agricultural products attributes and so on, to establish the evaluation index system of operation capability. Then, establish the evaluation model of enterprise operation capability based on cooperation degree and the evaluation model of enterprise operation capability based on collaboration capability quantification. Then,taking an agricultural logistics enterprise as an example, using the model to analyze its operation status and future operating conditions in different environments,and then evaluating its operation ability and giving the corresponding suggestions.
