Study On The Working Mechanism Of Joint Examination Of Investment And Construction Projects In Yancheng City

Since October 2015,Yancheng has actively explored and implemented the "multi drawing joint review" of planning and design drawings,construction drawings,fire protection construction drawings,special construction drawings of civil air defense and construction drawings of lightning protection devices for investment construction projects.By April 2017,a unified digital "multi drawing joint review" platform has been established in Yancheng,which is the first to realize the "one window acceptance,online circulation and joint review" at municipal and county levels in prefecture level cities Drawing review and digital delivery ".From the perspective of "Internet + Review of construction drawings",according to the theory of government process reengineering,the theory of Holistic Governance and the theory of holistic government,this paper introduces the background,construction process,construction content and effect of the joint review reform of Yancheng investment and construction projects in detail by using the methods of literature,comparative research and case analysis,and analyzes the work in depth In practice,the division of departments weakens organizational efficiency,information island still exists,lack of system protection in process reengineering,and there is room for improvement in public recognition.The causes of these problems are mainly reflected in the fragmentation of rights,data,process and management.At the same time,by referring to the advanced experience at home and abroad,and combining the theory of government process reengineering,the theory of Holistic Governance and the theory of holistic government,this paper attempts to put forward a perfect mechanism from the four aspects of mechanism,information resources,business process,service and communication channels It is suggested that we should strengthen the coordination role of the leading departments,realize the organization integration,strengthen the informatization construction,establish a unified sharing platform,establish and improve the relevant laws and regulations to ensure the process reengineering,actively change the service concept,and strengthen the supervision and management.
