Being the frontline of China's foreign economy, the field of foreign direct investment (FDI) have led to the improvements of official services level and the recent demand of quality increasing and quantity controlling, which not only serving foreign investors with efficiency and humanity but also improving the construction of soft environments, and furthermore, becoming the key subjects for governments at all levels and development zones to emphasize on.By means of the combination of approval and corporation, preparation and execution, management and service, coordination standard of data and formulations from all official administrations during the process of foreign invests would minimize operation response time, maximize satisfactory percentage and keep investment successful as well. On the other hand, with the help of advanced technologies, scientific and systematic summary and analysis of data from foreign investment projects could make legal approval and efficient operation possible, based on which to explore the best way for foreign investment, as a highly focused field of foreign economy and construction of service-oriented government, to reach a successive and harmonious development.Introduced by government ethics and collaborative conception, this thesis, focused on the difference between administrative behaviors and initial intentions, proposed the necessity and feasibility of corporative administration for service-oriented government and drew on the model, taking Shanghai as an example, of the reform of foreign investment management in order to summarize the way for the reform of normal administrative activities.
