Research On The Financing Efficiency Evaluation Of The Small And Mid-sized Scientific Enterprises With Triangular Fuzzy Method

China's economy is at a significant stage of greatly development presently,at the time it faces another challenge of the information age.Leading by "Made in China 2025 ","Public Entrepreneurship,Mass Innovation","Internet +","The Belt and the Road","Civil-military Integration" development strategies,the development of small and medium-sized technology-based enterprises plays an important role of promoting the innovation of scientific and technological,as well as the transformation of the national economy.By 2015,the number of small and medium-sized technology-based enterprises in China has more than 130000.Majority of them still confronted with the problems of low innovation ability,non-optimized entrepreneurial environment,imperfect service system,t single financing formation and channel,etc.Especially the poor effect of financing is the key problem which restrict the development of the technology-based small and medium-sized enterprises at present stage.At present most of the studies are purely from small enterprises financing structure,efficiency,and the financing channels and innovation,also lacking of some scientific system for effects evaluation.This thesis get the basic financing information of more than 1000 enterprises cover 11 business parks at Mianyang through the methods of questionnaire investigation and field visit.By introducing the development and financing information of small and medium-sized technology-based enterprises at Mianyang to 25 financing experts in Sichuan,and 21 executives of small and medium-sized technology-based enterprises at Mianyang,and give them the Experts marking table of influence factors of development of small and medium-sized technology-based enterprises,and get 46 effective marking table which great benefits building the evaluation index system.According the empirical results,it proves the feasibility and reasonability of the evaluation index system;accurately calculate all the indexes affecting the outcome of small and mid-sized enterprises' financing,and find out the cost of financing,corporate profitability,financing results are the main influence factor of financing.At the same time,using the method of multi-level fuzzy through to blur and normalized processing,the evaluation variables and evaluation of satisfaction for matrix multiplication,which shows the finacing effects of small and medium-sized technology-based enterprises at Mianyang is poor.Furthermore,according to the empirical results,the reasons of problems and relevant policy suggestions are analyzed in order to promote financing effects of the small and mid-sized enterprises and to make contribution for building an innovation-oriented country.
