In the trend of economic development,the inevitable phenomenon of rural land acquisition in Heyuan city will get familiar.The change of land-ownership means interest distribution,so it will come to wide range of destructive rural land acquisition mass disturbances without being handled properly.The forms of these mass disturbances are concerned mainly with illegal mass appeal,illegal demonstrations,and violation of public order.The characteristics of these mass disturbances are clear purpose and organizational planning,and different degrees of violence will upgrade.The positive side is that the land lost farmers can catharsis their negative emotions and the government received a warning.But more harm than good.The negative side is that not only social order would be broken but the credibility of the government would be reduced.Due to the urgency of mass disturbances triggered by rural land acquisition,this study focuses on the solutions.Firstly,related concepts of mass disturbances triggered by rural land acquisition were described.Secondly,take the “social conflict theory” and “emergency management theory” as the theoretical basis,the characteristics of these mass disturbances and its existing problems in Heyuan city have been reorganized.Then,the causes of mass disturbances triggered by rural land acquisition are analyzed.Finally,the comprehensively and systematically countermeasures and suggestions of this mass disturbances from system improvements to the policy implementation have been put forward.Hope to provide sort of references for Heyuan city to avoid the happening of mass disturbances triggered by rural land acquisition in the future.
