Emergency Management Study Of Mass Incident In Xiqiao Town,Guangdong Province

At present,China is in economic transition period.Emergent mass disturbance unceasingly occurs along with the growing trend.Among all kinds of mass disturbances,the firm mass disturbance has a large presence,and normal business activities of enterprises suffer different degree of the interference and damage,caused huge economic losses.Economic disputes and conflicts of interest caused by enterprise operation and management activities are elusive and share the characteristics of internal control.It is of great significance to the prevention of mass disturbances and social public security management if we can effectively improve the level of emergency management inside an enterprise.In past,literature focused on the study of mass disturbances in a way of public management and enterprise internal labor disputes caused by mass disturbances,but rarely refers to establish linkage mechanism of enterprises and the public emergency management.This paper has summarized the extensive related theory literatures at home and abroad,relevant to topic group behavior,mass disturbances,and emergency management,then put forward in this paper,the research ideas and research methods.Second,by collecting and sorting and disposal of the incident cases related to enterprise groups,we found the weaknesses of emergency management in information collecting,early warning mechanism and treatment.Analysis its reason we got four aspects: 1)For the prevention of ideological consciousness;2)Emergency management system is the weakness of the early warning mechanism;3)Government's governing idea deviation;4)Single disposal tactics and strategies of emergency management.Finally,the paper aimed at the weak link,and put forward to enhance the management of enterprise mass disturbances ability's advice,1)improving enterprise internal ability to manage mass disturbances;2)enhance warning and monitoring mechanism of enterprise mass disturbances;3)Shifting executive concept,improve professionalism of first-line emergency management organizations;4)Optimization means of disposal,and establish linkage mechanism of mass incidents emergency management with enterprise.
