Experience And Revelation Of Rural Land Right Confirmation In Dongyuan County Of Heyuan City

In 2013,it was clearly stipulated that the verification of the right to usefarmland must be accomplished in five years in the No 1 Central Document.Since then,the work had been carried out.It's extremely vital to farmers' interests and the development of agriculture.In this paper,the research results of confirmation of lands for land at home and abroad have been summarized.Besides,based on the method of cost-benefit analysis,the paper analyzes two models: one is indeed accurately,the other is confirmation of shares not correctly,and then constructing the theoretical analysis framework of this paper.Taking the rural land rights confirmation of Dongyuan County in Heyuan C ity as a case to study and combining with a descriptive statistical of local farmer survey data to elaborate farmers' willingness and cognition for the rural land rights confirmation on the current status quo.Thus to reveal the existing problems in the implementation process of rural land rights confirmation.Finally,combined with the experience of Dongyuan County in Heyuan C ity and the questionnaire survey data of farmers,the main conclusions are as follows:(1)It's not optimistic about farmers' cognition of rural land rights confirmation.Maybe the policy publicity is not in place,and farmers are not very aware of its realistic meaning,which causes some obstacles to the right process.(2)In the face of the two modes:indeed accurately and confirmation of shares not correctly,more farmers tend to choose the first one-indeed accurately,which reflects the strong control of the landowners.(3)Farmers agree with the rural land rights confirmation.They expect the issuance of certificates to better protect their land rights and interests.There is a certain difference between its cost and benefits.(4)There are different costs and benefits between indeed accurately and confirmation of shares not correctly.When deciding which method to apply,it needs to consider the actual situation.(5)The influencing factors of farmer's willingness to choose the right confirmation mode include the farmers' cost-benefit judgment of different modes,the age of the farmers,the education level,the number of family laborers and the economic development of the village.Finally,the paper puts forward the improvement plan and po licy suggestion of effectively promoting the rural land rights confirmation,and points out the inadequacies of the study,so as to carry out future research prospects.
