Within establish a practical and effective performance management system in the enterprise,which could strengthen every level employee's execution,enhance the core competition and realize sustainable healthy development of the strategic objectives or business plan.As a financial service industry,the particularity of insurance need to construct a set of modern performance management system,from different angles to evaluate.Because of the widespread neglect non-financial indicators and result oriented,the traditional performance management ignore the achievement motivation and long-term development of the enterprise,can't realize the enterprise and employee incentive effect.At present,China's insurance company has more than hundred,the competition of the insurance company will pay more attention to their own core competitiveness,which traditional performance management system has clearly can't meet the requirements of the development of the insurance companies.The Balanced Scorecard as an effective tool to combine performance management and enterprise strategic goals together,from financial.customer,internal business process,learning and growth four different dimensions of strategic performance management system,realized the full evaluation of many sided,can realize performance of the overall situation,after years of practice and study found that this method is particularly useful in financial service industry.Z Property Insurance company is a joint-stock companies,the rapid development of its sub-branch operation departments in recent years,the company also gradually mature,but as a result of management and inadequate energy efficiency is low and lack of control method can not meet the company's development strategy.Based on Z Insurance Company W branch as the specific research object.by using the theory and case method,the diagnosis of operations department performance management system,explore the Z Insurance Company operations department performance management problems,and on the basis of an in-depth theoretical study to introduce the Balanced Scorecard strategy map,using the analytic hierarchy process to the company strategic goals for the four dimensions of decomposition and the corresponding weighting step by step,the design can make the company's o\erall strategic target at the department level of the effective implementation of the strategy map and the corresponding specific performance evaluation indicators,in order to realize the company strategic objectives and corporate sector performance management reasonable docking,the department in charge of the final build strategy oriented performance management system.
