Research On The Value Evaluation Of Electric Power DSM Project Under The Electric Power Reform

At present,our country faces severe environment of energy use.In order to get rid of the limitation from resource and environment,reduce the price of unit energy,as well as cope with the complex situation of power supply and demand actively,our country has launched a new round of power system reform.Huge change has been taken place in the power industry under the new power situation through this round of reform.Based on this reform,this paper analyzed the new characteristics in power demand side management(DSM),and conducted evaluation towards its implementation value,which has greatly boosted the implementation of DSM after the power system reform.The main research achievements in this paper are:(1)By means of analyzing the power market situation after the power system reform,it defined the new connotation for DSM,made comparat ive analysis towards the changes before and after the emergence of DSM from the purpose of power demand side management,subject of the management and approach of management.In the meantime,it carried out research on the development status and existing problems for DSM in our country at present,and gave prospect to DSM in future.(2)This paper analyzed the contents and relevant implementation subjects to DSM under the condition of power system reform.Through analyzing the roles played by each subject party under the power system reform,it established DSM ecosphere that takes the power generation enterprise,grid company,power selling company and power consumers as the main implementers,and takes other forces as the important participators.In the meantime,it made overall analysis towards the economic value,environmental value and energy-saving value by implementing DSM under the condition of power system reform.(3)This paper analyzed the value evaluation theory of DSM project implementation,define the connotation and value types of asset appraisal in the current market economy.At the same time,analyze the correlation between asset evaluation and project evaluation,argues that the project evaluation is a part of the asset evaluation from the value type,functional status,evaluation content and so on.(4)According to the realistic and relevant conditions in DSM after the power system reform,it constructed DSM economic value evaluation system,environmental value evaluation system and energy-saving value evaluation system under such new reform.Among those systems,the economic value evaluation system constructed the indicator systems from financial evaluatio n and national economic evaluation;Environmental value assessment analyzes the new pollution under the new electric power environment and the traditional pollution under the condition of electric power substitution;The energy-saving value evaluation constructed indicator system from supply side,demand side and transportation & distribution side.(5)Through DSM project in a beer plant,this paper carried out empirical verification towards the economic value,environmental protection value,energy-saving value evaluation system and evaluation model of DSM under the condition of new power system reform,and defined the applicable scope and use value for DSM value evaluation.Through analyzing DSM and constructing the evaluation model after the power system reform,this paper defined the positioning of each subject who participates in implementing DSM under the condition of new power system reform,quantized the economic,environmental and energy-saving evaluation indicators for DSM,so that the DSM participators' enthusiasm could be mobilized,the development of DSM under such new reform could be promoted,and the target of green and sustainable development in our country could be realized.
