Post Project Evaluation Study On Overseas Oil And Gas Program

Post project evaluation is a technical and economic activity,objectively summarizing and comparing the project(or program)implementation process,the purpose benefit,effect and the influence of the project completion(or has been running for a period of time).These activities,very important process for the final decisions through the project whole life cycle,are examined and summarized in the operational effects,which plays an extremely significant role in achieving forecast objectives,enhancing management levels,raising investment benefits,analyzing success reasons,reviewing experience and lessons,and formulating effective measures.In particular,developing with the Chinese energy companies' Global strategy spreading,how to obtain an objective evaluation in the overseas large scale oil and gas projects,by comparing the operational effect,economic benefit,society benefit with the final targets,is one of the focus points for the petroleum companies.Therefore,the importance of the post project evaluation is growing in the decision deployment and company value promotion.The paper makes an overall and systematic analysis and probe into the theory and application of the post project evaluation,and coming up with relevant methods and standards.In the light of petroleum geology,economics and post evaluation theory,combining with field survey,conference discussion and data statistics,the post evaluation of the Project X is conducted from the following aspects: the prophase work of the project,exploration operation,production engineering,management and risk controlling,and economic benefits.Depending on the post evaluation,the implementation results and economic benefits of the Project X are fully and objectively known.Meanwhile,the effective management methods are summarized,the problems and suggestions are proposed,which will provide an essential references for the Project X operation and the similarities.According to this study,the key points and improvement areas are reviewed during the process of post evaluation in the overseas oil and gas projects,in order to establish an appropriate post evaluation system to benefit the investment final decisions and project management level promotion.
