Cultivated land is the most basic natural resources, not only is the basis of agricultural production, the essence of the land, and also it is the foundation of human survival. Our country is a populous country, less arable land per capita, low overall quality, lack of reserve resources, so "cherish, rational utilization of land and effectively protecting farmland," become a basic national policy. The basic national policy requires us to make protection and full use of land resources in together. Arable land is the essence of basic farmland, its scientific and reasonable delimitation and protection is particularly important. Actual basic farmland delimitation is intervened by human, so how to select scientific permanent delimitation of basic farmland indexes, and get appropriate basic farmland layout of study area, and how to protect and avoid delimitate results become a mere formality, both in theory and practice need to fully understand.Taking Chongqing Bebei district as an example, combined with the literature analysis, qualitative analysis, analytic hierarchy process (AHP), poor standardization method, based on GIS spatial analysis method and so on, based on the achievements of farmland classification and grading, as well as the overall planning of land use, selecting13basic farmland evaluation factors, establish the evaluation index system of basic farmland, classificating and getting the weight of each index, getting comprehensive evaluation value of each index after standardization, using the ideal point method to sort comprehensive evaluation value, and then taking municipal government basic farmland indexes for the red line, get permanent basic farmland layout of study area. After The natural high quality and good condition, and meet the requirements of the policy of cultivated land become permanent basic farmland, need to set up basic farmland protection system, do really protect work, so taking a sample survey of183farmers in the study area’s cognition on the protection of basic farmland and protect intend to analyze, understanding the problems existing in the protection of basic farmland, foundation for the comprehensive construction of permanent basic farmland protection system. The main achievements and conclusions are as follows:(1)Permanent basic farmland delimitation: the evaluation indexes are based on achievements of farmland classification and grading of the study area, under the control of overall planning of land use, urban planning and construction of industrial parks for establishing the basic farmland index system, including13parts: effective soil thickness, surface soil texture, PH value of the soil, soil organic matter content, irrigation guarantee rate, slope, altitude, arable land contiguous degrees, whether belong to the basic farmland quotas township, whether belong to mining town planning area. Determine the weight of indexes by AHP, then getting the evaluation indexes standardized and establishing decision matrix, sorting index value by comprehensive coefficient method. In the last, getting the finally permanent basic farmland in the control of issued indicators by government. So the finally amounts of permanent basic farmland area8500.41hectares, completed the issued indicators8395hectares of assignments.(2)Analysis of the results of permanent basic farmland: basic farmland area based on the GIS is8500.41hectares, while the actual permanent farmland of research area delineated area is8480.82hectares.
