| In recent years,with the rapid development of cities,urban rail transit in China is face with unprecedented opportunities,however,is also faced with many problems.Our government fiscal investment is facing huge gold demand,which also limits the development of urban rail transit.In order to adapt to the rapidly changing environment,in the construction of urban rail transit financing system of introducing marketization has become the development trend in orbit.PPP mode relative to the other,a wider range of application,advantages are more obvious,using the investment and financing mode,can let the government agencies and private institutions give full play to their strengths and experience,provide more quality products and services for society in general.The PPP project with large investment,long construction period,many stakeholders and other characteristics,there is a big financial risk.In addition,the PPP model in our country is still in its infancy,how to evade the financial risk of the project as far as possible,make the project to proceed smoothly,become an important problem to be solved.This article first to developed areas at home and abroad urban rail traffic patterns and the development of our country present stage of urban rail transit are discussed and analysis,in combination with this stage of the current situation of the development of urban rail transit,concludes that our country present stage of the PPP model of urban rail transit development present situation.Then,for the early stage of the urban rail transit,the construction period of the PPP mode,analysis,cash flow status of the operation period of defining the PPP pattern of financial early warning concept.Combined with financial warning methods,the PPP evaluation method and the earned value method,to determine the PPP mode of urban rail transit projects in different stages of the financial early warning indicators,and determine the scope of the financial early warning indicators of early warning.Finally,through the case of Beijing subway line 4,the financial early-warning index system in detail,and the specific application of for managers of project management and control,and easier to managers of the PPP mode the effective management of urban rail transit projects. |
