In recent years,with constantly accelerated progress of global economy integrati on and implementation of "go global strategy",hydraulic engineering enterprises activ ely responds to the call of the country.On the basis of ensuring the stability of domest ic market,these enterprises also expand to overseas markets rapidly,which is transfor ming to medium and high end,mainly including Asia,Africa and South American co untries.The business field covers road,municipal projects,railway,airport,viaduct,h ydraulic engineering,etc.The tendency of expansion has changed from low-end market to middle and high-end one.However,the international economy is in a turbulent situation where the i nfluence of financial crisis still exists,and the development of global economy has slowed down so that the project contracted will encounter more challenges as well.Faced with the gradually intense project contracting market,how to r espond to the challenge and seize the opportunity and how to make the project stronger and better.As the management systems have been improved in the d eveloping countries little by little,the internal management of company plays a n important role on its competitiveness.This management mode not only incre ases the competitive advantages of the companybut also contributes to achieve its strategic objective.Based on it,the strategic value of company is formed a nd competitiveness has improved a lot so that it has more advantages and crea tes more interests.The management of the internal controls is the most important thing for the business administration,and it has a matter of great significance for the risk precaution,which is to enhance the core competitiveness of enterprises.In this paper,on the basis of elaborating the fundamental theory of the internal controls,this paper has mainly studied the basic situation and the present state of the internal controls in the company,just take A Water Conservancy engineering company as an example.The problems and risks exist in the internal controls nowadays,and then use the method of designing the internal controls as a whole.On the basis of the facts,by means of the facts happened in the A company,and then put different kinds of problems together to classify and analyze,in order to find the solution easily.The theory must be integrated with practice,and use the theoretical derivation,comparative analysis,and empirical analysis etc.To analyze the internal controls problems in the A company.Finally,propose some strategies to improve and enhance the internal controls in the company.During the implementation,the company should always has the concept of the microflow,supreme authority,and strengthen the supervision.Before achieving the goal,the paper has analyzed the risk identification and evaluation of the A company.Then it can find out the big problems and risks the company faced with.From the view of the risk management,to confirm the core process and key control point,the company can use the text norms of the system to control the action,therefore use the appraisals to strengthen the performance of the internal controls,and use the IT to execute the internal controls and evaluation.In this paper,it links theory with practice,the paper introduce some theories of the internal controls,and then it puts forward the operation pattern as well as the future plans of the internal controls system in the A company.On the whole,the method in this paper is effective in practical examination,the method is helpful for the construction of the internal controls in the A company.In the paper,it says that if the A company wants to achieve the goal of the green development,the company must strengthen the management of the internal controls continuously,and build a comprehensive control system that has the feature of the water conservancy project of the A company,which is meaningful for the company's standard,steady and efficient development,which are the only way to achieve the dream of hydroelectric development.
