From The Perspective Of "technology-market-policy", We Will Look At The Innovation Of High-tech Industries In The Development Zone

In order to further promote the opening up to the outside world,the CPC Central Committee and the State Council began to set up state-level economic and technological development zones.Over the past 30 years,the National Economic and Technological Development Zone has become one of the important support for China to promote the development of an open economy,to promote the process of industrialization and urbanization and to realize the regional development strategy.There’s a new strategic opportunities for economic development,for implementation of the innovation-driven development strategy,and for national economic development zone transformation and upgrading.We should learn from foreign successful experiences and practices to speed up the preemption of technological advantages,to cultivate new economic growth point,providing support policies and measures to promote the sustainable development of high-tech industries.Dongying Economic and Technological Development Zone(DYETDZ)was established in March 21,1992.In 2010 it was upgraded to state-level development zone.It is a scientific development model park,a circular economy demonstration park,and an open-up advanced Park.The planning area of ??the whole area is about 417 square kilometers,and the development area is over 50 square kilometers.In recent years,DYETDZ has issued a number of policies and regulations to promote the development of high-tech industries,oil equipment,new materials,electronic information,new energy and other industries have entered the fast lane.In 2013,the region achieved high-tech output value of 75.34 billion yuan,accounting for more than 50% of the total industrial output value of industrial enterprises above designated size,the total identified 32 high-tech enterprises,68 technical enterprises;the region’s standardized scientific research institutions up to64 Level of more than 32 research and development institutions,approved the construction of the National Oil Production Equipment Engineering Technology Research Center,National Science and Technology Business Incubator and other national innovation platform.Although high-tech industries has formed a certain scale with rapid development trend,it will gradually become a key industry in DYETDZ.But because of weak scientific and technological innovation capacities,market demand lackness and deep-rooted traditional concept,high-tech industry development has emerged a series of problems.Firstly,except for oil-related enterprises,the distribution of other high-tech industries scattered.The agglomeration advantage can not realize and it is difficult to overcome the of adverse effects on high-tech industry,such as high risk high input.Secondly,the introduction and use of venture capital for the economic development zone is still in its infancy,and the future development space is still large;Thirdly,the domestic market demand for new energy and other high-tech industries can not be opened because of high cost andslow market process;Fourthly,lack of information sharing,the interactive development pattern including the government,scientific research and other service agencies is not formed.In this context,this study takes the DYEYTDZ as the research object,constructs the three-dimensional analysis framework of technology-market-policy,analyzes the key technologies such as the technological innovation ability,the market development mode and the innovation policy evolution of the high-tech industry in the region to provide strategic advices and decision-making references on the basis of exploring the new normal under the high-tech industry development model and policy support for the economic development zone of high-tech industry.It includes the domestic and foreign related research trends and shortcomings,DDYETDZ high-tech industry "TMP" analysis framework.At last,it proposed election principle and Thinking based on the technology-market – policy analysis framework.
