Study On The Financial Dilemma Of Public Service Supply And The Countermeasures In Guangxi Rural Areas

With the development of rural economy and the accompanying improvement of living standards of the residents,the majority of farmers are in a desperate appetite for the public service,which also tends increasingly to be diversified.But it is well known that the local government faces serious financial difficulties in the supply of rural public service,which to some great extent accounts for the current unsatisfying level of the rural public service supply in our country,making it far from enough to meet the needs of public service for most of farmers.The issues concerning the financial difficulties the government faces,the origins that the problems lie in,as well as the resolutions to deal with these financial difficulties,all of which become an important concern so as to improve the situation of rural public service supply by the local government,and to enhance the level of rural public service supply at the same time.Guangxi rural public service supply of financial situation and dilemma have been studied from a financial perspective with the help of case analysis,on the basis of the theory of fiscal decentralization,public goods and some other relevant theories as the theoretical tools.Moreover,countermeasures and suggestions to resolve local government financial difficulties in the rural public service supply are put forward from reality.This thesis consists of five chapters.The first chapter is introduction,introducing the overseas and domestic research situation of local governments' efforts to provide the rural public service,research methods and research ideas of this article.The second chapter mainly deals with the definitions of the related concepts of the rural public service,and some illustrations of the related theories in this paper.The above two chapters serve as the basis of research,which paves the way for further study.While in the third chapter,the case study is carried out on the town of X,on condition that the current situation of the rural public service in Guangxi is understood,the conclusion can be drawn that the financial difficulties mainly consist of financial funds shortage,unreasonable structure of expenditure and unsound financial management system,etc.The fourth chapter does a further research into the causes of financial difficulties in the rural public service supply in Guangxi.In the last chapter,countermeasures and suggestions are put forward as proposals to resolve financial difficulties in Guangxi rural public product supply,several aspects are included,namely,optimization of allocation;optimization of financial transfer payment system;enhancement of the supervision and management of the financial funds;optimization of the structure of financial expenditure of the rural public service supply;self-improvement of the financial supply of rural public service;promotion of the diversity of rural public goods supply.
