On Choice Of Tourism Development Mode In Poverty Villages

In end of 2015,the National Tourism Administration formally initiated a non-profit campaign for poverty alleviation through tourism planning,aimming to relief the poor in an innovative way and deeply implement the project of village poverty alleviation by tourism.It focuses on the local tourist department should mobilize the qualified tourism planning units to launch the campaign targeted on the 560 certain villages jointly acknowledged by National Tourism Administration and State Council.Guangxi Autonomous Region is an underdeveloped minority area in southwest China as well as a key area in national poverty alleviation development project.Among the 5000 poverty villages named in 2016 in the whole region,The object of tourism poverty alleviation accounts for 550 of them.As one of the three difficult problems in the world,poverty is not only about economy but also about the reflection of the current social contradiction.However,tourism is a way of poverty alleviation,and it should take the choice of development mode as its chief goal.Therefore,the research on choice of Tourism developpment mode in poverty villages is of great importance in nowadays.Through analyzing the current situation of tourism resources and poverty,the article concludes the difficulties to be faced in mode choosing and the problems ignored during the process of development,discusses reasonable tourism development mode from a macroscopic view and its relative factors from a microscopic view.The evaluation system for tourism development mode is established by evaluating the research on countryside tourism development mode made by previous scholars and combining the local condition of the Qinliang village.The research adopts Analytic Hierarchy Process,Entropy Analysis,as well as Delphi Method to collect experts'suggestion and software such Yaaph10.0 and MATLAB7.0 to quantify the data of experts' grading and calculate the index weight of the tourism development mode for the poverty village.Then the conclusion is made through fuzzy evaluation,from which the opt:imal mode for Qinliang is chosen,and the suggestions are given for the alleviation and tourism function under this mode.By analyzing the features of the tourism development mode in general countryside and poverty village,three tourism modes are being chosen:1,featured tourist town 2,tourist real estate for the retired 3,farming culture industrial park.Under the comprehensive evaluation,the featured tourist town is the most suitable one.In deciding which mode to choose,the local development characteristics should be followed such as nature condition,culture condition,population condition,tourism resource condition etc..Based on the support of government policy,the rights of all parties should be protected so that the social capital can be invested,the sustainability of the villager's life and employment can be guaranteed,and a comfortable environment for tourism development can to achieved.
