Research On The Theory And Practice Of Precision Poverty Alleviation

Eradicating poverty is a difficult problem in the world and the common mission of all mankind,especially for the new China founded on the basis of poverty and infirmity.Under the influence of both history and reality,China has embarked on a mammoth undertaking of poverty reduction.From Mao Zedong's theory of anti-exploitation and anti-oppression to Deng Xiaoping's thought of common prosperity,from the poverty alleviation and development in 1994 to the scientific development in the early 21 st century and from solving the problem of food and clothing for the poor to realizing the development requirements of building a moderately prosperous society in all respects,the CPC has always been concerned with the development needs of the people.After forty years of poverty alleviation and development,China eliminated the large-scale regional poverty,has solved the most poor areas,the survival and development of poverty population problem.At the same time,it has made great contributions to the world's poverty reduction.Since the 18 th National Congress of the Communist Party of China,the distribution of the poor population has taken on the characteristics of "great dispersion and small concentration",and most of them are in the deeply poverty-stricken areas with a deep degree of poverty and great difficulty in poverty alleviation.After China's economic development has entered the new normal,the driving effect of economic growth on poverty reduction has weakened,and traditional poverty alleviation and development policies are difficult to scientifically and effectively guide poverty alleviation funds and projects to meet the poverty alleviation needs of the poor population.At present,China's economic and social development has entered a crucial period of deciding to complete the building of a moderately prosperous society in all respects and achieve the first centenary goal.We must supplement the economic and social development of the "short board",poverty alleviation and development is one of the most important one annulus.In order to solve the pain point and difficulty of current poverty alleviation work,it is urgent to innovate the poverty alleviation mode.Since its introduction in 2013,the concept of "targeted poverty alleviation" has been constantly enriched and improved.Centering on the whole process of targeted poverty alleviation intervention,it systematically answers the core questions in poverty alleviation,such as "who to support,who to help,how to help,and how to withdraw".This is of great guiding significance and value to China's poverty alleviation theoretical innovation and practical innovation,and of great inspiration to the international poverty alleviation development.This study starts from the basic connotation,core content,implementation path and characteristics of targeted poverty alleviation.Elaborating on the current problems related to targeted poverty alleviation,researching and exploring the implementation path of deepening targeted poverty alleviation.Then the significance and value impact of current international poverty reduction undertaking and China's poverty alleviation and development status on the theory of targeted poverty alleviation are analyzed.
